We are accepting applications for an Agency Procurement Officer (Financial Manager) within the Office of Financial Management, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.
What You'll Do:
  • Serve as Agency Procurement Officer (APO) and Asset Manager.
  • Supervise assigned staff.
  • Establish agency direction for sourcing and asset management.
  • Develop agency/departmental sourcing policy and procedures.
  • Provide guidance and training to staff.
  • Approve formal agency actions and/or requests (e.g., Controlling Board, non-performing suppliers, compliance and corrective action, financial statements and reports).
  • Establish, implement, and monitors goals, objectives, and performance metrics.
  • Coach and develop staff.
  • Formulate and implement policies and procedures.
  • Review and evaluate proposed legislation, rule, and/or policy changes to determine impact.
  • Develop and recommend legislation, rule, and/or policy updates.
  • Establish work unit and/or program procedures.
  • Represent agency with internal and external stakeholders.
  • Represent agency at state financial associations.
  • Coordinate federal, state, and/or internal audit activities.
  • Serve as liaison with federal programs, the Department of Administrative Services (DAS), the Ohio Office of Budget Management (OBM), and other agencies.
  • Other duties as requested.
Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

Qualifications
66 mos. exp. or 66 mos. trg. financial administration.
-Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 42 mos. exp. or 42 mos. trg. in financial administration.
-Or completion of graduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
-Or 12 mos. exp. as Financial Program Manager, 66585.
-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
