Job Duties

This position will be in the VDH, Office of Family Health Services, Division of Child and Family Health. Specifically, it will be located in the Children and Youth with Special Health Care Needs (CYSHCN) unit. The CYSHCN program is a required component of the federally funded Maternal and Child Health Block Grant that all 50 states and several territories receive. The employee will manage the Child Development Clinic Network and serve as VDH Administrator for the Bleeding Disorders Program. The Child Development Clinic Network is composed of 5 centers across the Commonwealth. VDH partially funds each and the work is guided by the Virginia Administrative Code and a program work plan. The core function of the program is to evaluate or assess children for developmental and/or behavioral concerns such as autism, attention deficit hyperactivity disorder, anxiety, depression, speech and language issues, etc.
The Bleeding Disorders Program is managed day-to-day by Virginia Commonwealth University (VCU). It is also composed of a network of centers across the state that are partially funded by VDH. The employee will be the VDH liaison for the program and work closely with VCU. Both programs will require contract management, occasional travel across the state that may be overnight, at times, and budget management. The staff person will also be required to provide technical assistance to contractors and to lead statewide meetings/initiatives. As time permits, the employee may lead special projects with the CYSHCN director and program staff. The employee must be able to write their portion of the block grant application/report and work with epidemiologists on program related data.

Minimum Qualifications

Knowledge of data analysis, data flow diagrams, quality control methods and to provide technical assistance.
Ability to effectively present information; interpret/implement data collection and reporting requirements.
Ability to apply moderate to complex skills in report development, electronic data transfer and presentation visualizations.
Skills in data management and committee leadership
Knowledge/understanding of administrative law practices; criminal law and the principles of regulatory authority.
Possess skills to handle highly sensitive investigations/situations effectively; prepare technical documentation and write reports.
Possess excellent organizational skills, ability to set priorities and work independently.


Additional Considerations

Frequent travel may be required.
Health Services background and high school diploma or equivalent
Extensive Knowledge in Public Health, Human Services, or a related field.
