Job description

Under limited supervision of the Director, Human Resources, this position will be responsible for the development and management of the Workforce Development program; the program will include advancing and strengthening strategies and relationships with business/industry leaders to address workforce needs and provide training and skill development for unemployed/underemployed persons. The incumbent will work with stakeholders to identify employment opportunities and manage the provisions of job readiness training, as well as identify and apply for funding/grant opportunities.
RESPONSIBILITIES
• Create, deliver, and manage internal Workforce Development plans and programs to create effective development solutions which meet the unique workforce needs of each department and are aligned with overall workforce projections and staffing plans
• Create and manage a PWSA Workforce Development Committee which focus on strategic discussions and planning to a) Develop a Diverse Talent Pipeline, b) Recruit from a Diverse Talent Pipeline, and c) Retain a Diverse Talent Network
• Partner with stakeholders to identify PWSA employment barriers and opportunities, and develop the curriculum, processes or programs to help applicants overcome barriers and succeed in employment
• Research and apply for grant opportunities that would allow for sustainable talent pipeline programs
• Develop, refine, and manage apprenticeships programs, in compliance with current union contracts and partnership with union locals, and internship programs supporting placement of trainees to develop diverse talent pipelines
• Develop and manage appropriate evaluation and reporting process to determine Workforce Development program success and effectiveness; and oversee the development of both community and business needs assessments to ensure alignment with business forecast and emerging skills requirements
• Represent the Authority in the community by serving on task forces and relevant Workforce Development and/or economic development committees
• Maintain and build relationships with internal staff, business and industry, governmental agencies, community organizations and Workforce Development partners to ensure quality and relevance to programs
• Manage budgets including developing budget proposals, justifying expenses, and monitoring expenditures
• Research, identify, and create new and effective strategies to ensure a solid pipeline for future hiring needs
• Partner with HR team members to ensure effective, efficient, and aligned programs, processes, and procedures
• Perform other related tasks as assigned or required
KNOWLEDGE, SKILLS & ABILITIES
• Strong background in program development, grant writing and planning
• Ability to work with diverse groups of stakeholders including neighborhood residents, community-based organization representatives, community leaders, public officials, business owners, and internal staff
• Considerable knowledge of Federal and State employment laws
• Knowledge and understanding of regional workforce needs, with ability to retain talent
• Strong interpersonal and writing skills, highly organized with attention to detail, and the demonstrated capacity to manage multiple projects and meet deadlines
• Considerable ability to prepare clear, concise, and comprehensive written documents
• Proficient in Microsoft Office software including Word, Excel, and PowerPoint
• Builds trust, communication, and coordination among different partners
• Continually seeks out ways to gain more expertise and learns/implements best practices
EDUCATION / EXPERIENCE REQUIREMENTS:
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted.
• Bachelor's degree in Human Resources Management or a related field.
• Five years related experience within Workforce Development, program development etc.
• Prefer certification as a Professional in Human Resources (PHR or SHRM-CP).
GENERAL REQUIREMENTS:
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment.
Applicant must have permanent residency in Allegheny County at the time of appointment and remain a permanent resident throughout employment with the PWSA. Verification of Allegheny County residence is required at time of filing application.
SUPERVISION EXERCISED / RECEIVED
No direct reports / Receives supervision directly from the Director of Human Resources.
PHYSICAL DEMANDS

The physical demands consist of walking, climbing stairs, finger movements including fine dexterity and coordination, hearing conversation, seeing near and far, and speaking clearly. Frequently bending, stooping, repetitive leg and arm movements, lifting up to 25 lbs.
CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment.
Subject to remain on duty beyond normal hours or during emergency situations or other extensive periods.
MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to drug, and alcohol testing conducted without advance notice and without individualized suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATION:
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
Applicants are subject to a System for Award Management (SAM) or any successor system search as maintained by the General Services Administration (GSA) to ensure compliance with federal procurement and non-procurement programs.
