Job description

Salary assigned will be commensurate with experience.

Professional, technical role supporting the Manager in all Human Resource functions in alignment with business objectives. Assists in the administration and coordination of day-to-day activities associated with employee relations, performance management, staffing, turnover/retention, employee record maintenance, legal compliance, compensation, recognition and benefits administration. Serves as a role model demonstrating the value of people, professionalism and partnership as a way we conduct business. Requires a high level of confidentiality and attention to detail. Reports to, and provides administrative assistance to the Human Resources Manager.

Must possess:

  • ability to deal sensitively with confidential material and to communicate with various levels of management, establish work priorities and to work independently.
  • ability to compose professional documents using excellent grammar and spelling, which requires a thorough knowledge of business English, spelling and punctuation.
  • considerable knowledge of the principles and practices of human resource administration as it relates to job descriptions, personnel files, fringe benefits and employee relations.

Graduation from an accredited high school and two (2) year Technical School or Community College with an Associate Degree in Business or Related discipline. Prior work experience and/or formal coursework in Human Resource Management desirable. Must be proficient in the Microsoft Office Suite, demonstrated by achieving a score of at least 70% in Excel and 80% in Word on standardized tests. Must also demonstrate the ability to type at least 55 words per minute.

When considering new job applicants, a comparable amount of training and experience may be substituted in lieu of some of the minimum qualifications.

Serves as professional subject matter expert in a specific Human Resources functional area such as talent acquisition, performance management, employee relations, learning and organizational development, classification and compensation, benefits, wellness, human resource information systems, data analytics and metrics.

Provides professional consultation of their functional area, technical guidance and support to department heads, employees, outside agencies and other human resource functions.

Ensures daily work activities are accomplished within allotted timeframes.

Manages retention and disposition schedules of employee records in accordance with Federal and State Legal Requirements.

Reviews existing processes, participates in process improvement initiatives and implementation of innovative ideas.

Reviews Personnel Action Forms for accuracy and consistency with FPUA Personnel Rules and Regulations. Advises departments of information requirements for accurate personnel records.

Composes letters and memos that may vary from simple correspondence to legal or other technical subject matter.

Assists in the completion of salary and benefit surveys.

Provides reports and prepares various data analytics Conducts in-house departmental surveys and provides data analysis.

Interacts with Governments, Companies and Civic Organizations in gathering information.

Maintains department inventory and procures goods and services within budgetary limits. Prepares and routes Purchase Orders, requisitions and invoices for payment.

Advises department heads, supervisors and employees on personnel policies and procedures.

Reads, screens, and routes incoming mail. Assembles files and other materials necessary to facilitate a reply and assists Human Resources Manager in preparation of response.

Processes payroll for Human Resources and Safety

BENEFITS/COMPENSATION/HRIS:

Benefits Administrator assisting employees with all benefit questions and issues. Regularly interacts with service providers to seek information and resolve problems. Advises employees on eligibility, provisions and other matters related to benefits. Distributes plan documents in compliance with regulatory requirements.

Maintains benefit records and contractual documents. Utilizes data systems of various providers for enrollment and tracking. Serves as liaison with various providers to ensure continuity of service.

Serves as a member of the benefit review committee, analyzing performance data and making recommendations for program renewals. Coordinates annual benefit open enrollment. Schedules enrollers for voluntary benefit programs.

Works closely with Finance and Payroll in reconciling benefit deduction information and ensuring system accuracy across multiple platforms. Uses Cogsdale extensively to enter and retrieve data.

Provides information regarding benefits such as medical, dental, vacation and sick leave, holidays, leave without pay and other programs.

Coordinates voluntary retirement program meetings. Assists employees with general questions on retirement programs, processes applicable forms and refers to appropriate resources, as needed.

Manages tuition reimbursement program, processing initial enrollment material, obtaining approval for education programs and processing tuition payments.

Serves as Department Records Coordinator maintaining all files including official personnel records, legal and medical files. Ensures all employee records are updated with new hire information or changes in employment status.

Maintains organizational charts and salary records. Updates job descriptions and maintains historical file of retired and revised job descriptions. Assists in the administration of the Classification and Pay Plan.

Maintains ongoing changes to company-wide salary spreadsheet in preparation for annual COLA adjustments. Applies adjustments according to increases according to budgetary guidelines Updates and modifies salary adjustment spreadsheet

Serves as Budget Monitor, reviewing expenditures and advising Human Resources Manager on transfer needs. Responsible for completing forms to transfer funds.

Serves as Department Payroll Administrator. Manages pay and leave records. Monitors timely and accurate submissions of bi-weekly time records.

Runs annual DMV checks and monitors license requirements for employees with job required CDL's and car allowance recipients.

Performs exit interviews and assists appropriate officials in addressing resultant issues.

Maintains HR intranet documents via SharePoint.

RECRUITMENT/ONBOARDING/MISC PROGRAMS:

Maintains recruitment software and assists department heads in processing personnel requisitions.

Maintains job postings, screens applicants, refers qualified candidates and arranges interviews as selected by department head.

Extends job offers, opens initial negotiations relative to wages and benefits. Prepares offer letters, as needed, and notifies unsuccessful applicants.

Completes pre-employment background investigations and drug testing. Ensures completion of Florida Department of Revenue, E-verify and I-9 within mandatory timeframes.

Onboards all new employees: schedules and conducts Intro to FPUA, processes benefit and payroll forms, coordinates safety and cybersecurity training, reviews FPUA Rules & Regulations, instruction on navigating TeamUA to access information.

Administers written and computerized tests, takes ID photos of new employees and schedules pre-employment drug tests.

Maintains position control and reconciles with Finance for preparation of annual personnel budget.

Receives, screens and routes telephone calls, responds to questions which may involve the interpretation of policies and procedures. Processes employment verifications.

Secures temporary labor as requested, prepares contracts and monitors accuracy of agency payroll information and payments. Coordinates with departments and agency to ensure accurate submission of time records and accuracy of payments.

Manages the monthly DOT random drug screening program. Coordinates collection, receives results and reports positives. Accesses the FMCSA Clearinghouse to conduct queries, as necessary. Maintains records for PHMSA audits.

Manages leave of absence and volunteer programs.

Maintains records and prepares various statistical reports to assist in the preparation of reports to meet internal requests, as well as for compliance with requirements from a variety of regulatory agencies.

Assists on various special projects as assigned, including investigations and surveys.

Performs public outreach as part of recruitment efforts by attending job fairs, connecting with schools and other organizations from which to promote job opportunities.
