Definition
Under general supervision, performs a variety of technical, administrative and advanced clerical duties in the area of recruitment and selection, classification and compensation, payroll, benefits, employee/labor relations, employee development, training, safety, integrated disability management and/or other Human Resources programs.
Distinguishing Characteristics
The Human Resources Specialist is a paraprofessional class, responsible for performing technical personnel activities in support of professional Human Resources or administrative staff. Incumbents perform a full range of standard work procedures, operations, tasks, duties, and responsibilities with little or no immediate supervision. Incumbents have some responsibility for carrying out and explaining existing policy, methods and/or procedures related to the duties of the position. The Human Resources Specialist is distinguished from lower level clerical positions in that this class performs technical duties that require extensive technical knowledge or that duties are diversified and require application of independent judgment and discretion. This classification is distinguished from the higher level classification of Human Resources Analyst in that the Human Resources Specialist class performs a high proportion of routine duties and tasks and decisions are made within established procedures, requiring general program knowledge, and are subject to more frequent and detailed review; whereas the Human Resources Analyst performs the full range of professional human resource work with little or no immediate supervision. This classification is intended to serve as a bridge class between clerical classes and the professional Human Resources analyst level.
Examples of Duties
Duties may include, but are not limited to the following:
1. Assists in recruitment planning and prepares recruitment materials; contacts organizations and media to advertise recruitment; screens applications for completeness and minimum qualification requirements; organizes and schedules test times, sites and proctors; proctors tests; arranges for interview panels; responds to applicant inquiries concerning qualification requirements and selection procedures.
2. Assists in the performance of classification studies; gathers and compiles salary, benefit, organizational structure data from other agencies; compiles and assembles data into appropriate format; organizes and presents information; makes comparisons between Court job specifications and those of other agencies; develops or revises class specifications.
3. Reviews and processes personnel transactions for the Court's payroll system, identifies errors or deviations and resolves with division staff; processes payroll and miscellaneous pay; performs position management duties; resolves employee history and payroll issues; processes new employees, employee terminations, leaves of absence, and other personnel actions; checks personnel transactions forms and timesheets for accuracy; prepares and submits payroll accounting information for processing and reconciles any differences between payroll records and system processing reports; examines, reconciles, balances, and adjusts personnel/payroll records.
4. Assists with new employee on-boarding process; conducts new employee orientation; assembles and explains information packets including Human Resources policies and benefit and retirement data; verifies new employees have accurately completed all paperwork; facilitates criminal history information background checks.
5. Assists in the development, preparation and administration of benefit programs; participates in annual benefits program open enrollments; explains and interprets benefit options, benefit plan coverage, eligibility for benefits and claims procedures; receives, prepares, and processes health, life and other insurance benefit claims; verifies employee and dependent plan eligibility and accurate completion of enrollment forms; explains deferred compensation plan provisions.
6. Assists in the coordination, development, and implementation of training and safety programs; maintains records, enters data, schedules and tracks employees training; generates training records.
7. Assist with the administration of the Family Medical Leave Act (FMLA), Workers' Compensation, leave of absence and safety and ergonomics programs; assists with the administration of both public and internal Americans with Disabilities Act (ADA) program.
8. Researches Court Human Resources policies, procedures and regulations, personnel and payroll records; compiles information for reports; prepares a variety of written reports and notifications; researches Memorandum of Understandings (MOU's) and assists with labor relation activities.
9. Performs related duties as assigned.
Minimum Qualifications
Either I
Experience: Two (2) years of experience performing complex technical or clerical work in a Human Resources environment.
Or II
Education: A Bachelor's degree from an accredited college or university in business or public administration, Human Resources, psychology, labor relations, or closely related field.
Knowledge of:
Basic Human Resources principles and practices; practices and methods of office management and administration, including the use of standard office equipment; computers and computer applications including spreadsheets, databases and word processing; principles of personnel/payroll record keeping and reporting procedures; applicable federal, state and local laws, codes and regulations including wage and hour laws and those pertaining to benefits, retirement and personnel actions; techniques for providing a high level of customer service when interacting with the public, Judicial Officers and Court staff; business English usage, including spelling, grammar and punctuation; arithmetic (addition, subtraction, multiplication, division, decimals, percentages, fractions).
Ability to:
Understand, interpret and explain rules, regulations, laws, policies and procedures and apply them in a variety of situations; learn applicable Court policies, procedures and practices and labor contract provisions in a timely manner; communicate clearly, concisely and effectively in front of groups and on a one-on-one basis; collect data and prepare clear and concise reports and correspondence in a grammatically acceptable and logical format; perform mathematical calculations quickly and accurately; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; establish and maintain effective working relationships with all those encountered in the course of work; work independently and as part of a team; plan and organize work efficiently and effectively; set priorities and exercise independent judgment within areas of responsibility; use sound judgment in making decisions within established guidelines; draw logical conclusions and make recommendations; operate a variety of office equipment including computers.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 25 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copier and fax.
TYPICAL WORKING CONDITIONS
Work is performed in an office environment; continuous contact with other staff and the public.
OTHER REQUIREMENTS
Must be able to pass a criminal history information background check.

Vacation: Vacation with pay varies depending upon the employee representation unit. New employees typically earn 10 days per year and accrual rates normally increase according to years of service.
Holidays: The Superior Court of California, County of Sacramento recognizes 14 holidays and 4 floating holidays per year.
Sick Leave: Employees accrue 5.0 hours per bi-weekly pay period.
Parental Leave: Employees with at least 1 year of service are eligible for paid parental leave upon the birth or adoption of a child.
Retirement: Employees are covered by the Sacramento County Employee's Retirement System (SCERS) and Social Security.
Group Health Insurance: The Court offers several choices of employee and dependent health insurance coverage, with a significant portion paid by the employer.
Dental and Vision Services Plan: Employee and dependent dental and vision insurance plans are provided at no cost.
Life Insurance: Basic employee life insurance is provided at no cost to the employee with additional optional life insurance available at the employee's cost.
Medical and Childcare Flexible Spending Accounts: The ability to deduct a portion of your salary before taxes to apply toward medical expenses and/or child care expenses.
Deferred Compensation: The Court offers a Deferred Compensation Program.
Sacramento Credit Union: The credit union offers loan facilities and systematic savings plans through payroll deduction.
Tuition Reimbursement: The Court reimburses up to $3,000.00 dollars of an employee's educational expenses as outlined in its Tuition Reimbursement policy.
Long Term Disability: A Long Term Disability (LTD) plan is provided at no cost to employees.
Transit Subsidy: The Court provides a transit subsidy to eligible employees based on current policy.
