You will serve as a Human Resources Specialist (Employee and Labor Relations) in the Human Resources Office of CNSSC FLD DET MECH PA.Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing work that involves providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution, and work that involves establishing and maintaining effective relationships, including the use of non-traditional collaborative approaches with labor organizations that represent Federal employees, negotiating and administering labor agreements, and providing guidance and consultation to management on a variety of LABOR RELATIONS matters. Specialized experience must demonstrate performing duties such as the following: 1) applying Human resources (HR) principles, concept and practices to provide advice and guidance to management on EMPLOYEE AND LABOR RELATIONS issues; 2) providing guidance on the application of collective bargaining agreements, grievance processing and resolution under negotiated procedures, consultations and negotiations; 3) interpreting and using statutes, rules, regulations and case law to devise case strategy in situations that lack precedence; and 4) analyzing employee relations problems/situations and recommending courses of action that meet organizational needs and are in compliance with controlling status, regulations, policies AND LABOR relation contract requirements.
