Job description

WORK SITE: District Administration Building (Human Resources)

WORK HOURS: 40 hours per week (averaging 8 hours per day)

Monday - Friday 7:00 AM – 3:30 PM

START DATE: May 1, 2024 STARTING SALARY: $24.36 to $34.28 per hour. (Initial salary placement is based on related experience)

SUMMARY Under general direction, to perform a wide variety of complex and responsible clerical work requiring critical thinking skills; demonstrates sound decision-making and good judgement, while maintaining strict confidentiality on all matters including collective bargaining, and to do other job related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job-related duties may be assigned.

Greets and screens office visitors at the front desk and assists staff members with a variety of issues relating to salaries, benefits or any other personnel-related matters;

Keeps abreast of issues related to Human Resources and maintains and increases knowledge of work-related issues by reading distributed bulletins and advisory notices, and by attending conferences and workshops as appropriate;

Serves as health benefits liaison for the District including serving as resource and counselor for and between administration, bargaining units, insurance representatives, employees and retirees regarding the District’s various health and welfare plans;

Performs a variety of complex and technician coordination duties and supports in the collection of data to be used in collective bargaining with our union partners;

Collects enrollments, terminations, and change information for maintenance of employee and dependent benefits; enters data into the District’s payroll system; maintains a comprehensive database related to all employee/dependent information;

Organizes and participates in annual open enrollment for health and welfare benefits; processes coverage changes and updates providers and the District’s payroll system;

Ensures fair and equitable recruitment and hiring practices in line with District and State policies and procedures;

Assures that all employment forms are properly completed and that payroll forms or status change forms are sent to the payroll department and processed properly;

Maintains knowledge of current classified employee negotiated contract;

Maintains probationary status timeline for classified employees and informs supervisors; monitors when classified employees have passed probationary period and notifies payroll when accruals should be established; Maintains classified seniority lists;

Maintains a report of classified hours and salary placement (known as the classified budget book);

Prepares and maintains CSEA new member contact information as required by AB 119 and provides CSEA Labor Relations Representative and President with the contact information for all members in September, January and May as required by AB 119;

Prepares and maintains certificated, classified and auxiliary job descriptions;

Processes classified layoff and reduction in hours, and prepares resolutions for classified layoffs and reduction in hours for Board of Education meetings;

Monitors and coordinates workers’ compensation claims; administers daily operations of the workers’ compensation program for employees, volunteers and student workers who experience job-related injuries;

Assists site administrators and secretaries in the preparation of accident reporting; receives and reviews employee injury reports; contacts and interviews administrators, supervisors and employees to obtain additional information related to workers’ compensation injuries; Assures compliance with District modified and alternative duty program for workers' compensation;

Consults with our insurance provider regarding workers’ compensation and injury claims and maintains workers' compensation claim files and keeps abreast of workers' compensation laws;

Assists sites/departments in requesting ergonomic evaluations for classrooms and workstations from Redwood Empire Schools’ Insurance Group (RESIG);

Attends and participates in interactive process meetings related to workers’ compensation injury/illness; prepares follow-up correspondence in regards to interactive process meeting proceedings;

Annually distributes and monitors return of letters of “Reasonable Assurance” for classified employees working less than 12 months per year;

Establishes District email addresses for new classified employees and maintains District e-mail address for all classified employees including new addresses, site changes and name changes as necessary;

Processes requests to employ for all paid and volunteer coaches; auxiliary employees and substitutes; maintains required documentation and certification for all paid and volunteercoaches; prepares new hire paperwork including Notice of Limited Assignment; assists those new employees in completing employment paperwork; explains procedures for submitting pay claims; inputs employee and payroll data into personnel system; processes pay claims.

Oversees substitute placement system, contracts substitutes and coordinates placements between sites as needed during work hours;

Maintains and monitors activity of all new and existing substitutes, including credentials;

Procures and maintains required documentation andrecords for allvolunteers;

Completes and submits a “No Longer Interested” fingerprint clearance notification form to the Department of Justice;

Posts vacancy information on various websites, and distributes information by hard copy as appropriate; responds to requests for job applications and job descriptions;

Schedules interview appointments and prepares interview packets for all positions at the request of the lead administrators.

Receives, proofs and records employee evaluations;

Updates and distributes District Directory;

Updates and distributes employee photo identification badges;

Maintains and monitors required workplace notices and posters;

Completes verifications of employment forms and completes unemployment claim forms;

Maintains confidential and sensitive information.

QUALIFICATIONS To perform this job successfully, an individual must be able to complete each essential duty satisfactorily. Knowledge of modern office practices and procedures including the preparation of business correspondence, filing and use of modern office equipment including knowledge of a variety of programs and software applications; correct business English usage including spelling, grammar, and punctuation; knowledge of rules, regulations, laws, and policies that govern the District; type at a speed of 40 words per minute from clear copy; ability to deal effectively with a wide variety of personalities and situations requiring tact, good judgment, and poise; take responsibility and use good judgment in recognizing scope of authority.

EDUCATION and/or EXPERIENCE Two years of increasingly responsible clerical experience. One year of school district clerical and/or Human Resources experience.

LANGUAGE SKILLS Knowledge of correct business English usage, spelling, grammar, and punctuation rules.

MATHEMATICAL SKILLS Ability to apply concepts such as fractions, percentages, ratios to practical situations. REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables. Ability to interpret a variety of instructions furnished in written and oral form.
