POSITION SUMMARY
This is an exempt, specialized position of considerable difficulty requiring a variety of Human Resources assignments. Assignments may include coordinating and processing employee benefit enrollments and changes, pension statements, short and long term disability, processing payroll, maintenance of employee files using payroll/Human Resources software, processing and tracking workers' compensation, and related documents, coordinating EEO/Affirmative Action Activities, and participating in a full range of human resource activities as assigned.
REQUIRED QUALIFICATIONS:
Required knowledge, skills and abilities for this position would normally be gained through the equivalent of a Bachelor's Degree in Human Resources and/or a combination of at least 3 years of related college coursework and experience may be substituted for a degree.
- Considerable knowledge of employee benefits administration. Knowledge of principles, methods, techniques and practices of personnel administration, state, local and federal regulations governing employment practices.
- Knowledge of modern office practices and equipment.
- Skill in the use of personal computers with Microsoft Office Software, i.e. Word and Excel. Skill in data entry and retrieval of information from a personal computer.
- Ability to read, comprehend and interpret complex policies, procedures and regulations.
- Ability to perform investigations, gather information, prepare written analysis, alternatives and recommendations.
- Ability to perform math calculations.
- Ability to appropriately handle confidential data.
- Ability to compose written correspondence, reports, summaries, etc.
- Skill in communicating effectively with a wide variety of individuals. Ability to establish and maintain effective working relationships with co-workers and persons in and outside of the Authority.
- Ability to set up, maintain employee files, process personnel action and make corresponding changes using payroll/Human Resources software. Performs various payroll tasks in the payroll system as needed.
- Ability to enroll and update the status of employee s in benefit programs, (short and long term disability and pension programs) monthly. Updates software system to see that the employees have the proper benefit codes posted each month.
- Skill in processing Workers' Compensation claims and related documents within 48 hours. Works closely with medical providers, the Workers' Compensation Carrier and Authority Supervisors to monitor status of employees who are on Workers' Compensation.
- Ability to monitor and reconcile COBRA activities for terminated employees, conducts orientation of new hires and takes identification pictures for all employees, monitors performance appraisal process (probationary, annual, promotion, etc.); schedules drug screening and physical examination appointments, reconciles monthly invoice for drug and alcohol screening.
- Ability to reconcile monthly billings from medical and long and short term disability carrier and prepares monthly pension payment request each month. Processes additions and changes and assures that these are reflected properly on monthly statements.
- Skill in representing the Housing Authority at Unemployment Hearings.
- Ability to process and distribute termination documents regarding benefits.
