The City of O'Fallon, MO is hiring a full-time Human Resources Manager. This position will assist the Human Resources Director with managing the functions of the six-member Human Resources team, including recruitment, selection, and performance evaluation; training; and benefits administration; as well as assisting with policy development/interpretation and federal/state employment law compliance. O'Fallon is a full-service City with 12 departments and over 490 full-time employees.

The full salary range for the Human Resources Manager position is $76,003 to $113,984, with the successful candidate expected to be offered a competitive salary between starting pay and midpoint ($94,993.60), DOQ/E. As theHuman Resources Manager, your duties and responsibilities will include:

  • Supervising two HR Generalists and providing oversight of the City's efforts regarding the hiring process by developing creative and impactful recruiting strategies; assisting with job postings/advertisements, selection tools, and interview questions; and participating in candidate screenings, testing and interviews as needed.
  • Preparing reports on the City's recruitment and retention efforts, evaluating effectiveness and recommending areas for improvement.
  • Assessing Citywide training needs and designing, planning, organizing, delivering and/or coordinating suitable training programs for compliance purposes, employee development and skill-building, using both internal and external resources and training.
  • Actively seeking information to maintain a keen understanding of training trends, best practices, and available resources to meet the City's varied training needs and advising managers accordingly.
  • Assisting the Human Resources Director with benefits evaluation and procurement and the HR Generalists with benefits administration.
  • Assisting managers with job description development and maintenance as well as with the annual employee evaluation process as requested.
  • Supervising the maintenance of all official employee records including personnel and medical files in accordance with federal and state laws as well as the preparation of personnel action forms in adherence with the City's pay plan.
  • Filing unemployment documents and serving as the contact for unemployment hearings.
  • Assisting the Human Resources Director with HR policy review and development and providing complex policy interpretation, including of FMLA, COBRA, HIPAA and FLSA compliance.
  • In conjunction with the Human Resources Director, conducting harassment and discrimination investigations and reviewing employee relations situations as requested.
  • Completing other reports, special projects and related duties as requested by the Human Resources Director.

  • A strong working knowledge of Human Resources principles; local, state and federal employment laws; and laws governing HR record retention and confidentiality.
  • A strong background in the training of employees.
  • Knowledge of benefits management principles.
  • Strong computer skills and knowledge of job-related software programs.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in oral and written communication and the ability to prepare and present clear administrative reports.
  • Strong self-motivation to look for ways to improve their knowledge and skills as well as City processes and procedures.

Applicants must have:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to Human Resources.
  • Sufficient experience to understand advanced Human Resources principles relevant to the major duties of the position with a minimum of six (6) years of related experience, at least two (2) years of which should be at the supervisory level.
  • At least one HR Certification (HRCI, SHRM, or IPMA); or the ability to obtain the Certification within two (2) years of date of hire.
  • Strong computer skills, with prior HRIS experience preferred.
  • Excellent communication skills.
  • Excellent interpersonal skills and the ability to relate to all members of the organization.
  • Experience sufficient to thoroughly understand the work of the other HR positions to be able to provide direction, answer questions and resolve problems.
  • A valid driver's license or the ability to readily obtain one.
