Job description

This position is responsible for developing, implementing, evaluating and administering the City's personnel policies, programs, services and systems including the safety and wellness programs. The position is responsible for ensuring organizational principles are applied to employee practices. The incumbent works independently with minimal supervision and reports to the City Administrator.

  • Plans, organizes, controls and directs the Citywide comprehensive Human Resources, safety and wellness functions and programs including recruitment and selection, benefits, employee relations and development, wage and salary administration, human resource legal compliance, organizational development and strategic planning.
  • Performs internal consulting assistance to the City's management and supervisory staff in a variety of areas, including staffing and organization, employee development, disciplinary problems, and other special employment needs. Provides employee consulting assistance for training, career development, and employee relations.
  • Responsible for the City's compliance with federal, state and local laws regarding personnel practices, including affirmative action/equal employment opportunity, Fair Labor Standards Act, Family and Medical Leave Act, and Americans with Disabilities Act requirements; responsible for monitoring the City's personnel practices and recommending corrective actions to ensure compliance.
  • Reviews and monitors proposed changes to federal, state, and local laws to determine their impact on personnel policies and practices; prepares, coordinates and implements responses and recommendations to the City Administrator for approval and implementation.
  • Processes Labor and Industry injury claims, maintains files, and does employee follow-up; documents employee injuries.
  • Prepares, maintains, and posts OSHA reports.
  • Responsible for the management of the City's benefit programs, including medical, dental and vision insurance plans, employee assistance program (EAP), state and LEOFF retirement plans, deferred compensation, flexible spending accounts and others. May be requested to research and recommend plan changes and/or upgrades.
  • Prepares, processes and maintains employee personnel files; prepares documents to notify supervisors/department heads of staff merit reviews; prepares, processes and maintains documents for all personnel changes including promotions, special pay, military leave, Family Medical Leave, resignations including COBRA, exit letter and interview.
  • Develops and implements personnel-related services and programs such as training programs, wellness activities, and employee performance appraisals.
  • Responsible for preparation and maintenance of the City's Employee Handbook and personnel policies contained therein.
  • Coordinates employee recruitment and selection processes, including advertising vacancies and assisting managers in evaluating applications, interviewing applicants, administering employment tests, conducting background checks (or designates an outside vendor to complete background checks), reference checks, and making hiring recommendations.
  • Conducts personnel studies such as classification analysis and salary and benefits surveys. Develops recommendations on salaries, increases, pay and benefit practices.
  • Writes and updates job descriptions in consultation with management staff.
  • Actively participates in weekly Cabinet meetings.
  • Conducts employee orientation and exit interviews.
  • Develops and implements safety and wellness committees, providing leadership in safety and wellness activities.
  • Participates in labor negotiations, responsible for taking notes and tracking the City's contract proposals, maintains files of all collective bargaining agreements, and may be requested to prepare final contract documents.
  • Prepares materials for and makes presentations to the City Council regarding Human Resources matters as requested.
  • Prepares and maintains a variety of personnel-related records and reports.
  • Operates office equipment and software programs.
  • Participates in salary surveys as requested by other entities.
  • Performs related duties as assigned.

Ability to:

  • Speak, read and write the English language.
  • Direct and implement the operations, services and activities of the Human Resources division.
  • Prepare and administer the Human Resources annual budget.
  • Communicate clearly and concisely in verbal and written form.
  • Research, analyze and evaluate new service delivery methods and techniques.
  • Interpret and apply federal, state, and local policies, laws and regulations.
Physical Requirements of the Position:

Specific vision abilities required by this position include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Employees must be able to perform multiple work tasks at the same time, perform well with frequent interruptions, and tolerate a fairly high level of stress.

The noise level in the work environment is usually moderate from the sounds of telephones ringing, computer use, airplane and traffic noise, and voices. Duties are performed in an office environment. The employee must be able to operate a motor vehicle.

Minimum Qualifications (Education, Experience, Skills):

Any equivalent combination of education which provides the applicant with the knowledge, skills, and abilities required to perform the job.

Experience, Education and Training:
Bachelor's Degree in Human Resources, Public Administration, Business Administration or related field and four years of technical level or higher Human Resources generalist experience in one or more functional Human Resources areas; preferably within a municipal or public sector environment; OR an equivalent combination of education, training and experience to sufficiently demonstrate an ability to perform the work required in the position.

Licenses/Certifications required:

Professional in Human Resources (PHR) certification preferred, or ability to attain PHR certification within 3 years of employment.

The Human Resources Manager will have extensive contact with internal staff as well as outside contact with Human Resources departments in other government agencies. May serve on committees and boards related to the Human Resources function. Serves as a member of the City leadership team. Communicates with City departments and outside organizations to exchange information and to coordinate activities and resolve issues and/or concerns.
