Job Salary: $75,000
Job Specific Duties: Serves as the HR Operations Manager in Human Resources. This position manages the following areas: Operations (i.e. Transactions, Benefits, leave/time-keeping); manages staff, creates and maintains a professional and high-performance environment. Oversees the daily activities of HR operations and payroll confirm bi-monthly. Assigns work to subordinate staff in an equitable manner based on their skills and/or workload. Responsible for the planning of and contributing to the effectiveness of HR short-term and long-term goals, objectives and metrics that drive innovation and success for the overall mission of HR and the department. Effectively provides technical guidance to statewide HR staff to ensure compliance of areas, and ensure that all HR data, reports, payments, deadlines are met timely and accurately. Accountable for HR related metrics and continuous innovation and process improvements in areas assigned. Reviews and provides input for HR policies, procedures and processes and makes sound recommendations. Must be able to work a flexible schedule.
**This position is located at the General Office - Atlanta, GA.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS:
Master's degree in a related area from an accredited college or university AND Two years of advanced professional human resources experience in one or more of the areas of assignment
OR Bachelor's degree from an accredited college or university AND Four years of advanced professional human resources experience, One year of which as a lead worker in one or more of the areas of assignment
OR One year of experience required at the lower level HR Spec 3 (HRP022) or position equivalent.
Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

- Demonstrated professional experience supervising HR functions such as: Operations (i.e. Transactions, Benefits, leave/time-keeping) Units
- Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives; setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness
- Demonstrated experience interacting effectively with all levels of management and employees within the organization
- Possess excellent written and oral communication skills with the ability to express ideas and facts to various groups and individuals effectively
- Demonstrated ability to effectively work with all stakeholders and negotiate solutions
- Demonstrated experience to identify and solve problems and apply innovative solutions to make effective organizational improvements

- Demonstrated experience reviewing HR policies and/or procedures in assigned areas

Good Employment Standing:

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
