Job Description
SUMMARY OF JOB PURPOSE
The HR Director is responsible for planning, organizing, and directing all activities and staff related to the County's Human Resources department. Provides support to County management advising on employee relations issues, payroll issues, classification and compensation plans, labor relations, labor law compliance, policy and procedures compliance, benefits administration, unemployment, workers' compensation, safety, and training.
ESSENTIAL FUNCTIONS
Duties may include, but are not limited to the following:
  • Manages and directs the activities of assigned staff; prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; schedules staff to ensure proper operational coverage.
  • Develops and implements goals, objectives, policies, procedures, and work standards for the department; prepares and administers the department's budget.
  • Develops, writes, and interprets personnel policies, procedures, and other administrative regulations; responds to inquiries and recommends solutions to Human Resources issues, complaints, and legal actions; identifies legal requirements and government reporting regulations and ensures compliance; represents the County at personnel-related hearings and investigations.
  • Provides advice and counsel to the County Manager and senior management on Human Resources management practices, emerging issues among managers and employees, and changes in employment law and regulations; oversees resolution of employee disciplinary issues and employee complaints.
  • Oversees compliance with bargaining unit contracts; works as a member of the negotiation team, concerning employee/employer relations and other matters of collective bargaining; conducts grievance hearings and investigations and advises management in appropriate resolution of employee relations issues.
  • Oversees recruitment, testing/screening, and selection procedures for the County; provides consultative support for departments in the development of interview questions, screening forms, selection process, testing, and background investigations; ensures that the County complies with Federal and State EEO/ADA laws relative to hiring and program entitlement.
  • Administers and develops benefits programs including life, health, dental and disability insurance, pension plans, vacation, sick leave, leave of absence, employee assistance program, and health and wellness program; oversees and negotiates contracts with outside suppliers to provide these employee services.
  • Prepares and submits a variety of required yearly governmental reports, and conducts research, and analysis as needed.
  • Oversees classification and compensation studies and analysis; oversees position control, personnel records, and job audits, and recommends appropriate salary range for classifications; develops and administers compensation program to ensure compliance and equity within the County; administers performance review program to ensure effectiveness, compliance, and equity within the County.
  • Administers the County's Worker's Compensation, EAP, FMLA, USSERA, and ADA issues, return to work program, and policies and procedures.
  • Oversees various contracts concerning insurance, unemployment, flexible benefits, etc.; ensures the County is receiving the best service for its contract dollars; acts as a liaison for PERS and other benefit programs.
  • Oversees the maintenance of all personnel records, including benefit plan participation (insurance and pension plan), personnel transactions (hires, promotions, transfers, performance reviews, and terminations), and employee statistics for government reporting.
  • Administers County health and wellness strategy and programs.
  • Represents the County in meetings with representatives of governmental agencies, professional and business organizations, employee organizations, and the public, conduct presentations to County management, the Board of Commissioners, and others.
  • Monitors developments and legislation related to personnel matters, evaluates their impact on County operations and recommends and implements policy and procedural improvements. Maintains agency compliance with federal, state, and local laws.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Education and Experience
  • Bachelor's degree in Human Resources or a related field; AND five (5) years of professional Human Resources operations management level; OR an equivalent combination of education, training, and experience.

Physical Demands and Working Environment
An employee in this position must meet the following physical requirements upon application:
  • Work is performed in an office setting.
  • Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
  • While performing the duties of this job, the employee is frequently required to talk or hear, sit, use hands to finger, handle, feel, or operate objects or controls, and reach with hands and arms. The employee is occasionally required to stand or walk.
  • The employee must occasionally lift and move up to 15 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
  • The noise level in the work environment is usually quiet. Frequent interruptions to planned work activities should be expected.
  • Environment is generally clean with limited exposure to conditions such as dust, fumes, noise, or odors.
