What We're Looking For:We are seeking a Benefits & Compensation Manager to oversee the planning, administration and implementation of all compensation, leave of absences and benefit programs and policies. This position implements new or revised compensation programs, policies and procedures in alignment with the agency objectives. The ideal candidate will also have the following responsibilities:
  1. Manage job evaluation and provide executive leadership with complete salary analytics, including salary survey analysis, compensation program budgeting, salary structure development, salary increases, and related pay programs
  2. Plan and direct implementation and administration of employee benefit programs such as health insurance, disability insurance, life insurance, workers compensation, employee assistance, retirement, and other plans
  3. Develop and implement effective total benefits and compensation delivery systems to support the organization's ability to recruit, retain and motivate high-performing employees
  4. Manage the relationship with vendors, consultants and insurance carriers to ensure effective benefit plan administration
  5. Maintain due diligence while ensuring compliance with state and federal laws in all matters related to compensation and benefits
  6. Serve as system administrator and manage the HRIS function and processes to ensure timely and accurate reporting of data in ADP and other systems
  7. Oversee timely and accurate reporting in meeting the requirements of the organization's timekeeping system for the department
  8. Other duties as assigned

EXPERIENCE, KNOWLEDGE, SKILLS AND ABILITIES YOU SHOULD POSSESS:
  • Bachelor's degree in Business Administration or related field. Human Resources Certification preferred.
  • Requires knowledge of appropriate statutes including FLSA, Equal Pay Act, Title VII, and other applicable laws, is necessary. Incumbent is expected to continue upgrading knowledge, skills and abilities needed to keep abreast of compensation, benefits, performance management, and HRIS administration.
  • Minimum 5 years of Human Resources Management experience in Benefits, Compensation and Performance Management, in addition to possessing expertise in other functional areas of Human Resources.
  • At least 2 years of supervisorial experience required
  • Knowledge of LMS systems (SABA/Halogen system administration a PLUS)
  • Must have experience in organizations of 300 or more employees, advanced user of ADP Workforce Now platform and capabilities including system administration.
  • Requires advanced Excel skills, including tables, V-lookups, and graphing and Intermediate Word and PowerPoint skills. Must have proven ability to negotiate successfully with senior management.
  • Advanced knowledge of and expertise in all areas related to compensation, analytics, benefits, and HRIS. Must have knowledge of job evaluation, salary structure development, and market pricing using major surveys.
  • Provides expert counsel and exercises sound judgment in handling complex compensation issues. Position requires high degree professionalism, judgment, and maturity, and ability to maintain strict confidentiality.
  • Must have exemplary oral, written, and interpersonal skills, as well as strong ability to educate, persuade and interact with all organizational levels. Ability to communicate with tact and diplomacy during the process of educating, mentoring and coaching staff and management is a must.
