General Definition of Work

Performs difficult technical work analyzing and administering a variety of human resource programs, interpreting personnel policies, assisting with recruitment activities, and related work as apparent or assigned.

Supervision Received

Work is performed under the general direction of the assigned Human Resources Administrator Senior.

Qualification Requirements

Essential Functions

  • Interprets personnel rules, regulations, and policies for managers and employees; consults with supervisors and employees on human resource policy issues.
  • Administers and interprets collective bargaining agreements.
  • Reviews and makes recommendations on various personnel matters and proposed disciplinary actions for accuracy and consistency; consults with supervisors, managers, or department heads on various issues.
  • Administers Family Medical Leave (FMLA) and Americans with Disabilities (ADA).
  • Conducts research and stays updated on HR matters including Federal regulations, State statutes, City policies, and other governing guidelines; advises City Manager, upper management, and employees regarding HR practices and procedures.
  • Conducts investigations regarding various incidents and allegations; analyzes data; prepares and submits letters and interpretive explanations; compiles and prepares related reports.
  • Plans, schedules, coordinates, and conducts recruitment for vacancies and large-scale hiring activities.
  • Researches, develops, schedules, coordinates, and conducts training sessions on various HR subjects and policies.
  • May develop and deliver in-service training regarding HR related policies, practices and procedures related to PA processing.
  • Confirms employment eligibility via E-Verify. Serves as point of contact for background checks and driver’s license verification through City’s third-party administrator, as necessary.
  • Coordinates responses to unemployment compensation claims with third-party administrator.
  • Reviews, revises, and prepares job descriptions; ensures job classifications are placed in the appropriate compensation level.
  • Processes personnel actions to include hires, terminations, promotions, transfers, dismissals, reclassification, etc.; analyzes and verifies proper documentation is attached; reviews personnel actions for accuracy and ensures adherence to regulations and policies.
  • Processes requests to advertise for vacant positions within the City; analyzes and verifies the application process; ensures advertisements are posted in a timely manner; manages eligibility lists and recruitment files, monitors hiring timelines to identify time to fill metrics.
  • Researches, collects, and analyzes data; prepares reports, spreadsheets, and other means of communication; maintains and records statistical information of assigned programs, projects, tasks, and assignments.
  • Acts as a business partner and provides tools and resources that positively impact business and operational initiatives and outcomes.
  • May act as a subject matter expert in one or more disciplines of Human Resources and provides administrative support work as needed in assigned HR discipline.
  • Prepares notices, website updates, and newsletters to promote human resource activities throughout City government.
  • As approved, implements requests for new programs; designs custom curriculum or deliverables and updates existing materials such as training manuals, guides, hand-outs, and visual materials; amends and revises materials as necessary to maintain up to date information.
  • Attends meetings and training courses as required.

Education Requirement

Bachelor's degree with coursework in business administration, public administration, Human Resources, or related field.

Experience Requirement

Two (2) years of experience in Human Resources programs, regulations, and policies.

Education and Experience Equivalency

One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.

Licensure and Certifications

Must possess a valid driver's license.

Special Requirements

  • Must be willing to work flexible hours including evenings, holidays, and weekends.
  • Must obtain and maintain a City of Santa Fe driving permit within three (3) months of hire.

Physical Requirements

  • Requires the exertion of up to 10 pounds of force.
  • Requires speaking or hearing and using hands to finger, handle or feel, requires sitting, standing, walking, stooping, kneeling, crouching, or crawling, reaching with hands and arms and lifting.
  • Standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly, or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles, and observing general surroundings and activities.

Working Environment

  • Work is performed in a typical office setting with appropriate climate controls.
  • Work occasionally requires exposure to environmental conditions.
  • Work is generally in a moderately noisy location (e.g., business office, light traffic).
  • Requires attendance at evening meetings and special project deadlines outside the normal workweek.
  • Some travel to off-site locations is required.
