The Human Resources (HR) Advisor provides guidance, support, and assistance to the County in all facets of Human Resources. The HR Advisor is responsible for collaborating with various departments, offering strategic guidance, and ensuring compliance within established policies and procedures. By offering responsive and comprehensive service to our internal customers-our colleagues-the HR Advisor empowers internal teams to achieve their goals efficiently and effectively, contributing to the overall success of the wide array of services the County provides to the community.
Primary Responsibilities
The following duties are primarily performed and which are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned.
  • Provides Human Resources support and advises managers and employees in areas such as talent acquisition, leave management, policy interpretation, performance management, classification and compensation
  • Educates and advises managers and employees on policies, procedures and Federal, state and local laws
  • Administers the full cycle recruitment and onboarding processes; advises managers on decision making; conducts regular audits of HR and Equal Employment Opportunity (EEO) practices to ensure compliance
  • Administers and coordinates employee leave programs including FMLA, ADA and other applicable leaves and/or accommodations; educates and provides guidance to managers and employees on FMLA and ADA policies and requirements; works with and serves as a liaison between third party FMLA vendor, employees and managers; works with third party vendor, employees and managers to designate leaves that maintain compliance with state and federal laws
  • Prepares, edits and maintains comprehensive job descriptions, standard operation procedures (SOPs), and correspondence to employees ensuring clarity, accuracy and compliance
  • Identifies and analyzes HR workflows and procedures to provide recommendations to management for improvements; implements improvements following approval by management
  • Provides coverage in all areas of Human Resources including benefits, reporting, performance management, employee relations and investigations, data entry into the HRIS and ATS systems, and maintains documentation in all areas
  • Assists in preparing and processing public record requests
  • Prepares new hire documentation, performs new employee orientation, reviews new hire forms for completeness and accuracy
  • Maintains expertise and stays current on Human Resources practices and federal, state and local employment laws through participation in educational opportunities, meetings, conferences, and seminars
  • Serves as back-up in providing service to employees regarding benefits claim issues, plan changes and new hire enrollments
  • Answers inquiries from employees, managers and applicants efficiently and effectively by providing accurate, meaningful and courteous responses to questions in a professional and helpful manner
  • Supports teamwork by providing effective participation, cooperation and communication; contributes to building a positive and supportive HR team and organization
  • Treats people with respect; keeps commitments; Inspires the trust of others; works ethically and with integrity; upholds organizational values; accepts responsibility for own actions

  • Ensures compliance with all County policies, procedures and processes, and all applicable state and federal laws, rules and regulations
  • Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552a}

Minimum Qualifications
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
  • Bachelor's degree in Human Resources Management, Industrial Relations, Public or Business Administration, Psychology, or a related field
  • One (1) year of work experience in Human Resources or a related field
    • Successful completion of a Human Resources internship performing the above duties

LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
  • Valid driver's license or the ability to travel between work locations
  • Prior to hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

DESIRED QUALIFICATIONS
  • Experience operating in HRIS systems
  • Professional in Human Resources (PHR) certification, SHRM-CP or SHRM-SCP

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS
In order to perform the duties of the position (listed above) the following knowledge, skills, and abilities are essential for the Human Resources Advisor to possess.
  • Knowledge of principles, practices and techniques of public sector Human Resources administration and management, personnel files and records management
  • Knowledge of county, state and Federal laws, statutes, rules, ordinances, codes and regulations governing Human Resources activities and functions
  • Skill in analyzing, interpreting and applying policies and procedures, and Federal, state and local laws and regulations pertaining to employment and employee relations
  • Skill in working with employees on matters of a confidential and sensitive nature
  • Skill in operating a personal computer, utilizing a variety of standard and specialized software including Microsoft Office
  • Ability to exercise critical thinking to research, analyze and resolve problems in a logical manner
  • Ability to make responsible choices, judgments, or decisions within established policies, procedures and best practices as it relates to Human Resources functions and compliance
  • Ability to provide excellent service to internal customers (colleagues) of the County by providing timely and effective solutions to enable their success
  • Ability to establish and maintain effective and professional working relationships with employees, applicants, government officials, co-workers, managers and the general public
  • Ability to communicate detailed and often sensitive information effectively, both orally and in writing and handle sensitive interpersonal situations calmly and tactfully
  • Ability to maintain confidentiality
  • Ability to follow Dunn County policies and procedures
  • Ability to manage and prioritize time effectively, manage and prioritize multiple projects, and complete work within established deadlines in an environment of constant interruptions and unpredictability
  • Ability to work the allocated hours of the position

  • Ability to communicate clearly and effectively with other staff members, supervisors, and community members in written and verbal form

  • English skills (oral, written and comprehension) sufficient to effectively communicate with all internal and external customers

MINIMUM REASONING ABILITY QUALIFICATIONS

  • Basic math skills; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; compute rate, ratio and percent

WORK ENVIRONMENT
  • This HR Advisor position works primarily in an office setting Monday through Friday, 8:00am - 4:30pm
    • Work outside of the typical hours may be required on occasion, as needed
  • A hybrid work arrangement may be considered for this position consisting of a minimum of three (3) days reporting to work in-person at the Dunn County HR office
    • Hybrid work arrangements are subject to change

Workers' Compensation
Social Security: The County matches employees' social security compensation.
Vacation: Accrual is based on years of service with the County. For non-management positions, starting at 3.4 hours accruing each pay period (11 days per year), with the maximum accrual rate of 29 days per year. For management positions, starting at 3.08 hours accruing each pay period (10 days per year), with the maximum accrual rate of 29 days per year.
Sick: Accrual is fixed at 3.7 hours accruing each pay period (12 days per year).
