Job Summary:

The Health, Safety, Environmental, and Security Manager (HSES Manager) will oversee and maintain facility-specific regulatory and accreditation requirements, including those established by EPA, DNREC, NJDEP, CT DEEP, DHS, TSA, USCG, USDOT, OSHA, and ISO/RC 14001. The HSES Manager will ensure that all company activities align with best practices for the health and welfare of employees. Reporting to the Senior HSES Manager, this role involves coordination with the Plant Manager.

Supervisory Responsibilities:

  • Oversee the daily workflow of the department, collaborating with site Maintenance, Operations, and Transportation personnel.

Essential Responsibilities:

  • Maintain a current working knowledge of all regulatory requirements affecting daily activities.
  • Develop an intimate understanding of safety, health, environmental, and security regulatory requirements for Kuehne's commodities.
  • Direct facility regulatory compliance programs, including development, implementation, and maintenance.
  • Direct and participate in company safety processes, such as process hazards analysis, pre-startup safety reviews, and compliance audits.
  • Ensure compliance with safety, environmental, and security reporting requirements.
  • Assist all departments in complying with HSES policies and procedures.
  • Review company standard operating procedures for compliance with ISO/RC and other requirements.
  • Oversee the facility's ISO/RC certification program, including internal and external audits.
  • Assure compliance with established regulatory compliance plans, including Discharge Prevention and Control, Risk Management, Process Safety Management, Storm Water, Security, and Spill Prevention, Control, and Countermeasures.
  • Assist with safety audits of customer facilities and provide regulatory compliance direction to customers.
  • Investigate accidents, incidents, injuries, and near misses; prepare reports with findings and recommendations.
  • Oversee training programs, coordinate activities with supervisors and managers, and conduct New Employee HSES Orientations.
  • Manage the hazard communications program and the site safety committee program.
  • Assure implementation and observation of the personal protective equipment program by all employees and visitors.
  • Oversee facility stormwater and wastewater programs, including sampling, obtaining necessary permits, and forwarding required reports.
  • Participate in specific task groups as directed by the Senior HSES Manager and in local and regional trade groups.
  • Manage environmental permit programs and complete reporting for Title V and other air emission permits.
  • Manage site Workers Compensation claims and determine return to work strategies in collaboration with Department Managers and physicians.
  • Conduct frequent walkthroughs of all departments, especially during maintenance repairs, to assure HSES compliance.
  • Support Emergency Response activities.

Required Skills/Abilities:

  • Extensive knowledge of environmental regulations and policies.
  • Strong working knowledge of production processes.
  • Excellent analytical and problem-solving skills.
  • Effective oral and written communication skills.
  • Proficient in Microsoft Office Suite or similar software.
  • Ability to interact with all levels of company employees and maintain changing priorities.
  • Must pass a 10-panel controlled substance testing and random testing thereafter.
  • Must pass a background investigation check and maintain good standing order per TSA's TWIC criteria.
  • Maintain Method 9 Visible Emissions Certification if required by state regulations.

Education and Experience:

  • Bachelor's degree in environmental safety, Occupational Safety and Health, or a related field.
  • Five years of experience in managing safety and environmental activities in an industrial manufacturing facility.
  • Working knowledge of EPA pesticide program elements, formulation of construction, land use, and air quality permitting, and ISO certification requirements.
  • Knowledge of USDOT safety regulations, EPA PSM and RMP, NJ TCPA RMP programs, OSHA general industry standards, and facility security and anti-terrorism programs.

Physical Requirements:

  • Must stand throughout the workday.
  • Must lift, push, and pull 40 lbs.
  • Must work on elevated surfaces on open grated structures.
  • Must pass a respirator fit test for the use of an SCBA.
