HSE Air Quality Sr. Manager
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented HSE Air Quality Sr. Manager to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our Company headquarters or at one of our refinery locations.
The Sr. Manager, HSE Air Quality is responsible for corporate-wide Air Quality and compliance strategies consistent with environmental regulations. This position oversees and drives maintenance of PBF Energy facility compliance with local, state and federal environmental Air Quality regulations and advances continuous improvement in environmental Air Quality performance.
PRINCIPLE RESPONSIBILITIES:

  • Act as the Company's Subject Matter Expert for Air Quality management and regulatory requirements for refining and logistics operations. Expert knowledge of federal, state, and local air regulations with emphasis on the Clean Air Act, National Emission Standards for Hazardous Air Pollutants, Title V Permitting, Title VI Ozone Depleting Substances.
  • Provide technical leadership on projects and thought leadership on solutions to Air Quality environmental challenges for projects throughout the PBF Energy organization.
  • Identify and develop best practices for Air Quality programs at the sites (i.e., Title V permitting strategies and compliance methodologies)
  • Perform environmental regulation monitoring on emerging and changing regulations to identify changes impactful or detrimental to the manufacturing or distribution of products. Summarize and communicate impacts to affected leadership teams.
  • Conduct Air Quality analyses, assess regulatory compliance, and perform regulatory applicability evaluations.
  • Evaluate air pollution control technologies, including technical and economic feasibility of air pollution control equipment.
  • Support implementation of climate change projects, such as greenhouse gas inventories, emission reductions, energy efficiency, public disclosure and verification.
  • Implement environmental compliance management systems and processes.
  • Perform environmental compliance audits and track facilities in implementation of follow-up corrective actions to ensure compliance with federal, state, and local regulations.
  • Interact and maintain successful relationships with facility Air Quality professionals and major Air Quality consulting companies that support PBF Energy.
  • Support facility Title V risk assessments and air dispersion modeling using regulator-approved modeling programs.
  • Monitor and report environmental Air Quality compliance metrics on program effectiveness to company leadership teams.
  • Build effective relationships with PBF facility environmental leaders, regulatory bodies, industry trade groups (AFPM), laboratories, and service providers for regulatory compliance programs.
  • Provide support to corporate and facility environmental Air Quality professionals:
    • Support environmental staff regarding the appropriate response to agency inspections, information requests, NOV's, Consent Decrees, etc. and ensure appropriate corrective actions are implemented as needed.
    • Provide direction and training relative to their Air Quality environmental responsibilities.
    • Assist interpretations of local, state and federal environmental Air Quality regulation and determining applicability of these regulations.
  • Provide input on annual budgets with regards environmental Air Quality capital and operating expenses.
  • Provide environmental Air Quality support in emergency response events and assist in incident investigations post events as needed.
  • Engage, mentor and monitor early / mid-career company Air Quality professionals to foster growth, career progression and succession planning.
  • Facilitate / participate in PBF's Environmental Manager Best Practice Network and ESG subcommittee.
  • Represent PBF on AFPM Environmental Committee, with potential for becoming Vice or Chair of the Committee

JOB QUALIFICATIONS:
  • Bachelor's degree in chemical engineering, environmental engineering, or closely related engineering field.
  • 15+ years Refining or Petrochemical industry experience in the development, implementation, or management environmental Air Quality regulations.
  • Familiarity with industry environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.

REQUIREMENTS:
  • Proficiency in standard Microsoft Office programs and experience with environmental management software systems.
  • Experience in the development, implementation and management of environmental Air Quality regulations.
  • Working knowledge of environmental compliance metrics, emission calculations and release reporting.
  • Strong oral and written communication and organization skills.
  • Strong negotiation and conflict resolution skills.
  • Strong attention to detail with excellent analytical, judgment and problem-solving capabilities.
  • Ability to clearly and effectively present complex information to all levels of employees, management, and regulators.
  • Travel as needed. Typical range 15-20 % but varies.

CA Job Posting Requirement: The salary range for this position is $ 135,805.16 - $247,310.85. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate's compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. In addition to salary, PBF offers a comprehensive and generous benefits package.
