Position Summary: The HSE Field Specialist supports local Field and Shop Operations in establishing and continuously improving HSE culture within an assigned geographic region across multiple business units. Reporting to the HSE Director, the HSE Filed Specialist provides technical and administration support to field operations on matters within the scope of the primary responsibilities and detailed job functions described below.
Key Roles / Responsibilities:
  • Maintain safety data on ISN Network and PEC websites.
  • Responsible for field, yard, and shop audits in his/her area (midland, Snyder, Knox city).
  • Assist with hazardous and non-hazardous waste identification and usage.
  • Develops, implements, and reviews protocols for SWP3 and SPCC training and compliance.
  • Collects and record documents of employee training.
  • Reviews safety issues and incidents and works with HSE Director, facility leadership and employees to develop plans for resolution.
  • Facilitate HSE compliance inspections, incident investigations, perform records documentation, and help provide corrective action response recommendations and tracking.
  • Applies working knowledge of personal, industrial & occupational safety to manage safety programs such as: Forklift Operations, H2S certification, CPR First Aid, Safe Land, Lifting Equipment programs, Job Safety Analysis, Blood borne Pathogen Exposure Control, Respiratory Protection, PPE Program, Hazard Communication, and other OSHA required programs.
  • Reinforce safety awareness by scheduling and performing hazard awareness training, monthly safety meetings, content creation and presentation.
  • Conducts new hire Orientation and employee training as needed.
  • Maintain DOT compliance and federal drug testing.
  • Gathers pertinent information, statistics, and figures to be presented in the form of safety metrics.
  • Oversee Safety Supplies/PPE and keeps inventory of safety forms, supplies, materials, and equipment for program use.
  • Complies with all environmental, health and safety Federal, State, Local regulations, and company policies.
  • Performs Risk Assessments with all departments (Frac, Acid, Cement) to determine the potential hazard.
  • Ensures compliance with chemical, noise and Environmental monitoring programs.
  • Assist with JSAs and training programs in the use of safety equipment including PPE, chemical hazards, noise hazards, physical hazards, and safe operating practices. Assists Safety Director to implement such programs. Maintains record-keeping as directed.
  • Participates in emergency response functions such as material release first responders and First Aid teams.
  • Complete RSO Training, Track and document all required documentation of shipping papers and Densometers use.
  • Performs other duties as assigned.

Required Education, Experience, and Qualifications:
  • Associate degree in Occupational Safety or Environmental Health & Safety. Job experience, professional development and continuing education may be substituted for educational experience.
  • Two (2) + years in administering compliance of environmental, health and safety (personal, industrial & occupational) regulations, policies, and procedures.
  • Thorough working knowledge of environmental, health and safety principles.
  • Adept in Microsoft Office and math skills.
  • Detail orientated with proven ability to multi-task, prioritize, follow-up and follow-through.
  • Proficient with computer technology to research online, prepare reports, access data, and maintain records.
  • Professional, efficient, and well-developed oral and written communication skills in English required.
  • Current knowledge of Federal, State and Local laws and regulations relating to environmental, health and safety.
  • Creative problem solving to recognize and analyze needs and propose solutions to effectively address them.
  • Ability to plan and coordinate multiple diverse tasks simultaneously.
  • Regular and timely attendance required.
  • Bilingual in Spanish, preferred.

Working Conditions:
  • Bending, lifting, climbing, pushing, pulling, kneeling, sitting stand, walk, kneel, stoop, squat, pull, push, climb, crouch, crawl, talk, hear, and see and standing (occasionally) for long periods of time.
  • The essential duties of this position require moderate to heavy lifting and carrying.
  • Prolonged periods of sitting on a forklift or other warehouse equipment.
  • Exposure to moderate noise levels, vibrations, and bright lights; and exposure to dust, fumes, and gases; and all climate types including hot and cold temperatures, humidity, rain, snow, etc.
  • Able to wear common protective or safety equipment such as safety shoes, glasses, gloves, hearing protection, breathing protection, and hard hats when needed.
  • Able to work under stressful conditions at times.

  • React quickly using hands, fingers, or feet.

  • Must be able to move and lift to 40-pound wooden skid or pallet.
  • Ability to travel throughout facility as required to conduct safety inspections.
  • Must be able to comprehend and follow written and oral instructions.
  • Must be able to complete tasks even with frequent interruptions.
  • Must be able to use discretion and independent judgment as needed.
  • Must be able to speak clearly on the phone and to fellow workers.
