General Description: The HSE Advisor must possess extensive experience in Industrial Construction and Oil & Gas Industry services. The HSE Advisor is responsible for the implementation and administration of the Health, Safety and Environmental functions of CCI Industrial Services. HSE responsibilities include Advising and working with CCI management, assisting in managing client relationships when directed by management and working with regulatory agencies. The HSE Advisor is expected to be a leader by being an example of the CCI values; Ensuring everyone, on every job, goes home safely every day. This position requires you to spend time in the field on a frequent basis. Ensuring we comply with every regulatory, company and client-required policy; and striving to be the contractor of choice through our passionate commitment to HSE leadership.
This position will be responsible for driving CCI's Mission, Vision, and Values, a crucial part of the strategic plan to drive success. CCI Industrial Services leads the industry in Safety, Innovation, and Excellence. CCI's mission is to provide quality-driven, cost-effective construction, maintenance, industrial cleaning, power generation, and transportation services to support resource development companies.

Essential Duties & Job Function:

  • Ensure a safe work environment.
  • Ensure necessary training to CCI Personnel is administered per company requirements or as needed.
  • Model and encourage proactive safety measures such as job planning, observations and near miss reporting.
  • Conduct formal and informal audits of work sites and work activities with and without first line supervision.
  • Audit employee records to ensure that all employees are compliant and up to date on all HSE and training requirements.
  • Audit company specific JHA's on a regular basis to ensure they are being completed in accordance with client and CCI HSE standards and protocols.
  • Audit company STEPBACKS for participation standout submittals in the Company STEPBACK Program
  • Oversee case management of all injuries, incidents, spills, equipment damage and appropriate reporting.
  • Ensure that all incidents occurring in the Cook Inlet business unit are reported in accordance with CCI's Reporting protocols.
  • Ensure high quality of and a collaborative approach to incident investigations.
  • Ensure timely communication of incidents and significant near misses with Management and the HSE Director from occurrence to investigation closure.
  • Communicate daily with Management supporting their needs.
  • Report and address all potential safety concerns/incidents/issues promptly.
  • Implement and maintain industrial hygiene related company programs.
  • Implement and maintain industrial hygiene related company programs.
  • Support CCI's HSE Management System by adhering to requirements outlined within it.
  • Maintain all OSHA, SPCC and SWPPP's programs ensuring compliance per CCI, federal, state, and local requirement.

  • Set high expectations and lead a culture of injury-free operations.
  • Taking necessary action when behaviors or conditions around you may be unsafe.
  • Problem analysis and problem resolution.

Requirements:Minimal Qualifications Required:

  • High School Diploma or GED
  • 2-year degree in Safety, Environmental, Health, Business or Science Field with at least 5 years HSE Field Experience in the Oil & Gas Industry including Drilling Rig Experience
  • A valid driver's license is required

Qualifications Preferred:

  • 4-year degree in Safety, Environmental, Health, Business or Science Field
  • Experience with ISNetworld, EHS Insight or other electronic HSE Management systems.
  • Nationally recognized certifications such as CSP, ASP, CHMM, OHST and CHST are desirable

Knowledge, Skills, and Abilities:

  • Must have excellent written, verbal communication and interpersonal skills that include good listening, providing clear direction and effective feedback.
  • Ability to work well with others in an environment that includes harsh weather conditions, remote locations, and diverse personalities.

  • Extensive computer experience, including the ability to administer online training, generate data analysis reports and use Microsoft Office. Proficiency tests in Excel, Word and PowerPoint may be administered during the final stages of the interview process to validate candidate's skills in each area.
  • 5 years of active involvement in industrial hygiene topics to include a working understanding of sampling and monitoring equipment.
  • Good interpersonal skills with the ability to work closely in a small office environment.
  • Knowledge of company HSE processes and procedures.
  • Technical writing skills for program development, client communications and formal investigations.
  • Ability to read, write, speak, and understand English.

Work Environment:
This is a HSE Advisor position is based out of Prudhoe Bay but will also work throughout the State of Alaska on other remote company projects when needed. Flexibility regarding hours of work is required as needed to meet demands of the job. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Position may be exposed to extreme weather conditions at times while working outdoors.
While performing the duties of this job, the employee regularly works at the construction site. The employee may be exposed to moving mechanical parts; high precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. The noise in these work environments is usually moderate to very loud.Position may be working with potentially hazardous materials and waste.
The employee is occasionally exposed to fumes or airborne particles in a mechanical shop environment. The noise level in the work environment is usually moderate.Hard-toe safety footwear, hard hat, safety glasses, and gloves are required while working.

Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. A pre-hire post offer Functional Capacity Evaluation (FCE) will be conducted to determine an employee's ability to perform to the job standard. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

  • MOBILITY: Must be able to access all controls and all parts of machinery for service. Must be able to lift 50lbs to the waist and 30lbs to the shoulders, push/pull 50lbs for 20 feet. Frequent walking and standing. Occasional keyboard use, sitting, bending, twisting, and reaching.
  • HEARING: Must be able to hear audible safety alarms.
  • VISUAL ACUITY: Must be adequate to perform above listed tasks in a safe manner and take hand signals from ground man or flag man.
  • RANGE OF MOTION: An objective range of motion measurement will be conducted and recorded using a five position and rapid exchange grip strength test during the pre-hire/post offer FCE

Contingencies:
Offer contingent upon ability to pass a pre-employment drug test and a background check

  • Demonstrated ability to perform the physical requirements of this position via the successful completion of a Function Capacity Evaluation
  • Negative results in a pre-employment drug test
  • Attainment of a North Slope Training Certification (NSTC) Unescorted via completion of modules or TWIC when necessary.

CCI will schedule and cover program costs for Fitness for Duty Evaluations, drug tests for job candidates. Candidates will not be compensated for their personal time spent completing these programs or for costs of previously attending the drug test or FFD evaluation
