POSITION SUMMARY:
This position is located in the Howard Office of Human ResourcesHRIS/Records Division.

The Human Resource Information System (HRIS)/Records Manager leads and manages the activities of the HRIS Division. The division is responsible for the administration management of the County-wide HRIS platform ADP, HR reporting and data management, and serving as custodian of official employee records/files. Responsibilities are described under Essential Duties and Responsibilities.

CLASS DESCRIPTION:
Performs advanced administrative work, which may include supervisory responsibilities, under supervision from an administrative superior. As directed, assists in the overall management of the Human Resources program and directly supervises one or more major functional activities such as benefits and records administration, classification and pay, or recruitment and selection.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Include the following. Other related duties may be assigned.

  • Leads the County wide HRIS/Records Division, overseeing system administration and other related programmatic aspects of the HRIS/Records division.
  • Conducts business process analysis, HRIS system testing, implements process and system improvements, while understanding downstream impacts on other platforms, business flows, and needed communication of changes.
  • Supports system updates, assisting with troubleshooting, analysis, detection, and identification of problems or deficiencies as part of the quality assurance function in ensuring that all business unit documentation is accurate.
  • Integrates the County's HRIS platforms with other County databases such as Kronos (timekeeping), NEOGOV Insight (applicant tracking), position management, learning and performance management systems, and electronic records management systems.
  • Conducts data mitigation and validation for HRIS system implementation or system maintenance.
  • Addresses system error messages, incidents, data issues and process failures; following up on HR data-related inquiries while ensuring information policies, principles, and business processes are being followed.
  • Modifies and updates HRIS system configuration as needed or requested and audits system configurations and processes. Develops solutions to a variety of complex problems, coordinating with end-users and the Enterprise Resource Planning (ERP) Team/Consultants to resolve identified operational issues.
  • Documents new processes and procedures as they are developed for end-users (e.g. HR Liaisons and other field personnel).
  • Assists with data migration and validation for new HRIS system implementation.
  • Validates approved employment actions (such as COLAs, promotions, demotions, transfers, and merit increases, etc.) to ensure compliance with adopted County policies and Collective Bargaining Agreements before entering into HRIS team. Ensures implementation is timely to minimize retroactive actions or modifications.
  • Ensures team provides effective and responsive end-user support and training of HRIS platform including system updates.
  • Prepares analysis and reports to HR Administrator and other teams for purposes of workforce planning, PIA requests, and other data requests. Develops custom and ad hoc reports using ADP Reporting (ADPR), using data to develop various specialized annual reports such as compliance reporting and workforce planning for various stakeholders as needed.
  • Coordinates the processing of employment separations with the County’s payroll office, ensuring correct leave payouts. Coordinates with timekeepers on leave and leave accrual issues for all employees and adjust leave accruals when needed.
  • Manages the unemployment claims process using HRIS data for timely reporting on unemployment claims requests, conducting research as needed, assist in preparing background for County response to ensure accurate information is presented regarding employment actions, and may attend or coordinate attendance at unemployment hearings on behalf of the County.
  • Serves as the custodian of employment files. Maintains confidentiality of employment files, chain of custody for reviews, and protects sensitive information.
  • Performs employment verifications, personnel records requests, and the completion of mandatory employee data reports such as EEO4 Federal Government reporting.
  • Serves as the Subject Matter Expert (SME) on all HRIS/Records matters and acts as a liaison for County timekeepers, participating in regular timekeeper meetings and updating timekeepers on any changes to ensure compliance with compensation, policies, and regulations.
  • Provides administrative oversight for all technology platforms in HR that are integrated with the HRIS platform including applicant tracking system (NEOGOV).

MINIMUM REQUIRED EDUCATION/EXPERIENCE

Bachelor's Degree and five (5) years of related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:

  • Bachelor’s Degree in Human Resources, Human Resources Management, Information Technology, or a related field.
  • Ten (10) years demonstrated experience in a senior or leadership role in HRIS system administration for a large organization.
  • Six (6) years of experience with review and validation of employment/compensation actions on HRIS platforms.
  • Strong experience in system migration and implementation.
  • Excellent knowledge of HRIS systems to include components related to pay, employment history, onboarding, LMS, benefits, etc.
  • Strong familiarity with ADP HRIS system (ADP Enterprise or ADP Workforce Now) is highly desired.

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:

  • Knowledge of Human Resources principles, practices, and procedures.
  • Knowledge of HRIS systems, system requirements, and system functionality as they relate to associated business processes and integrations.
  • Ability to write complex reports and correspondence in such a manner as to be understandable by readers not familiar with Human Resources terminology.
  • Ability to effectively present information and respond to questions from groups of executives and leadership members, managers, clients, customers, and the general public.
  • Knowledge of the methods and techniques used in testing of system design modifications, action plans, and documenting outcomes.
  • Skill in running and monitoring system processes to update employee records and other business processes.
  • Ability to assemble and analyze system data and recommend solutions to issues.
  • Ability to develop and maintain effective working relationships.
  • Skill in analyzing data to ensure system integrity and troubleshooting to resolve issues.
  • Ability to supervise through planning, organizing, and directing the work of staff.
  • Ability to solve problems and take initiative on any issues that arises within the assigned work area.
  • Ability to travel to and move around job sites independently to attend/conduct meetings, trainings, and provide assistance to field personnel.
