Salary Range:  $66,132 - $106,473   Job Code: 15024   Pay Grade: 22

Purpose of Classification:

The purpose of this classification is to assist in managing the day-to-day operations of the Human Resource Information Systems (HRIS) division of the Human Resources Department.

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Leads, coordinates, and monitors daily work activities of assigned staff; evaluates employee concerns and problems and recommends solutions to the manager; assists with employee performance appraisals; directs work; acts as a liaison between employees and management.; and assists as liaison with the Innovation and Technology Department to, coordinate projects, technical fixes, and enhancements.

Organizes, prioritizes, and assigns project-related work; prioritizes and schedules work activities to meet division and department objectives; ensures team members have the proper training, tools, and resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide training and technical and operational expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Advises County departments and provides HRIS system support ; manages the design and implementation of HRIS processes, procedures, tests and updates of related hardware and software; recommends and implements solutions; troubleshoots problems; assists with position management process to comply with County budget; performs system security and base system table set-up and configuration; tests system functionality; communicates test results and implements changes as needed; and maintains technical and procedural knowledge of HRIS system.    

Reviews processes and systems to identify and recommend improved efficiencies; collects information from users and department representatives; identifies alternative business solutions; recommends programs, applications, and system requirements; performs cost-benefit, feasibility, and impact analyses; ensures system and data integrity; aligns technology and processes with County strategic priorities and compliance with federal, state, county, and HR laws, policies, and practices; and develops proposals and makes recommendations for enhancements to improve utilization of software systems and integration of enhancements in workflows, processes, controls and reporting.  

Assists and participates in design and delivery of end-user training and documentation for HRIS software applications and processes.

Manages and performs research, compiles statistical or other data pertaining to department operations; summarizes data, performs data analysis, and prepares reports; researches department files, database records, electronic data sources, internet sites, hardcopy materials, or other sources as needed; and conducts special projects as assigned.
Assists in developing and reporting of performance metrics; evaluates metrics to ensure resource alignment; highlights potential problems and corrective actions; develops strategies, and incentivizes staff performance; and coordinates with department managers and other County employees to discuss metrics data and formulate goals and priorities.

Performs complex data analysis; collects and analyzes critical program data for HR processes and programs; creates forms, reports, and queries; monitors, analyzes, and interprets HRIS system data input for accuracy/integrity; makes recommendations to management regarding data errors, system deficiencies, and quality control improvements; and maintains related information and data.

Manages special projects as assigned; manages implementation and follow-up of recommended process improvements; determines project requirements; identifies and manages critical path tasks; sets and meets project goals; sets and manages project contingencies; and performs project management to ensure project schedules and goals are met.

Reviews processes and systems to identify and recommend improved efficiencies; collects information from users; identifies alternative business solutions; recommends programs, applications, and  system  requirements; performs  cost-benefit, feasibility, and impact analysis; and prepares process and reporting change recommendations.

Communicates with internal and external customers; coordinates work activities; reviews work status; exchanges information; and or resolves issues.

Maintains comprehensive knowledge of applicable laws/regulations, new products, methods, trends and advances in the profession, and professional affiliations; and attends workshops.

Minimum Qualifications:

Bachelor's Degree in Computer Science, Information Technology, Management Information Systems, or related field; five years professional level HRIS systems experience implementing, configuring, interfacing, maintaining & administering systems, including a minimum three years with core HR, or closely related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required:   PHR/SPHR certification required or attain PHR/SPHR certification within one year of employment in this classification.

Supplemental Information:

The following is desirable:

  • Advanced excel skills including data validation, formulas, and pivot tables
  • Comprehensive testing of technical objects prior to production deployment
  • Experience with HCM SaaS product (Oracle Cloud HCM, Workday, etc.)
