The HR Training Specialist is the primary administrator for the City's training and development initiatives. Responsibilities consist of designing, developing, monitoring, promoting, updating, delivering, and administering training programs and activities for the City, within the scope of the HR department. The HR Training Specialist is also responsible for managing the City's online Learning Management System (LMS) and is the primary administrator for the records developed and retained in the LMS database. The HR Training Specialist is also responsible for conducting research and needs-analyses to identify and create courses and tools to enhance employee development Citywide.
Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Training and Development, Business, Management, Human Resources or related discipline.
Minimum number of years of directly related experience: Four years developing and delivering training in an adult learning environment.
Education and/or experience preferences: Directly related experience in a full-service, public sector human resources department.

Knowledge: Principles and practices of employee general public HR administration including scope, adherence or operation of employee training and development programs, HRIS, applicable federal, state and local laws and regulations pertaining to human resources, EEO compliance, recruiting and hiring, records management and city and state government organization and functions. This position will understand training and development philosophy and principles as well as have a working knowledge of identifying training needs and developing responsive curriculum and content.
Skills: Possess analytical/evaluation skills related to assessing job scope and developing relevant specialized training required for target employee groups;Technical expertise through analyzing, evaluating, monitoring and extrapolating results to develop training recommendations. Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment and software typically used in the office environment; the online training module or Learning Management System and other HR related computer systems. Expert skill level in MS Windows, Outlook, MS Office; prefer skills in specialized training and presentation platforms.

Analyze and appraise current training tools and future programming; organize, evaluate and present information in verbal and written form; enforce programming, policies and procedures consistently; prioritize work to meet goals and objectives within acceptable time frames; process sensitive and confidential personnel information; exercise initiative, independent judgment and problem solving; maintain favorable relations with City employees, elected officials and the general public.

Plan, develop, coordinate, and conduct professional development training programs including, but not limited to, HR Compliance Courses, New Hire Orientation, Safety Training, Supervisory Training, Performance Management Training, and all other specialized training based on City practices and policies and in line with adult learning techniques and theories.
Recommend new programs and initiatives to meet City training needs.
Design and update new and existing training presentations and programs.
Conduct training needs assessments and identify skills or knowledge gaps.
Evaluate HR and City operations to enhance employee development, retention, and engagement through training resources and programs.
Coordinates and facilitates instructor led trainings and provides technical assistance services to departments as requested.
Ability to conduct research, create clear and progressive curriculum and present information in a productive, professional, and captivating manner.
Develop strategies for creating an annual training calendar and regular marketing of available training to City employees.
Work with staff at all levels to evaluate, develop and administer specialized training needs to include training in performance management, development, leadership, and employee recognition.
Design, order, facilitate distribution, and track all City-owned training assets including educational aids, equipment and materials.
Collect and analyze post-training feedback to further develop training programs and needs.
Maintain updated curriculum database and training records in the Learning Management System.
Develop and produce reports and spreadsheets concerning new or ongoing programs, employee training progress, event attendance, and other information tracked by the department.
Maintains and records statistical information of assigned programs and projects
May make budget recommendations for training needs and is responsible for administering training initiatives within the allocated budget.
Prepare program events, marketing materials, and training tools including scheduling, setup, and creating flyers, agendas, brochures, and rosters.
Travel to various locations within City limits for on-site training; occasional travel to surrounding areas may also be required
Performs various operations, clerical and/or administrative support tasks related to Human Resources operations.
- Works with outside vendors to coordinate and administer training for City staff.
