GVI Inc. a subsidiary of Three Saints Bay, LLC and Federal Contracting leader is seeking an HR Quality Compliance Reviewerto join our team. This is a remote position.
Responsibilities:
- Assist in the planning and direction, of work operations performed by ATF Human Resources Specialists through monitoring assigned caseload and personnel actions for accuracy, timeliness, and compliance with the Code of Federal Regulations, Merit Promotion Plan, Delegating Examining Procedures, and the Personnel Processing Guide. Assist in the managing and evaluation of bureau merit promotion programs for competitive and non-competitive actions for assigned organizations and serves as the principal liaison of the delegating examining process, career ladder program, and internal placement requests in conjunction with the federal merit systems laws and procedures.
- Assist in the performance of quality control reviews and, analysis of data and processes to ensure accuracy of data coded on Standard Form (SF)-52s (i.e., nature of action and authority codes, position data, salary, remarks, etc.) prior to processing a variety of automated payroll and human resources information systems.
- Assist ATF staff in identify problematic issues and assist ATF staff in taking appropriate corrective action to reduce error rates related to keying errors and systems problems through promoting both training and recommendations for process improvements. Review output of data on SF-50s to ensure that appropriate information, corrections, and changes are implemented.
- Provide suggestions to human resources specialists to streamline processes ensuring work is compliant with Federal law and policy.
- Assist ATF staff in audit staffing case files to ensure quality and compliance with OPM’s laws, regulations, and policies.
- Maintain an audit checklist for each case file reviewed.
- Provide a high level of customer service via telephone and face-to-face contacts, ensuring that the image of the branch is upheld or strengthened as a result of the positive nature of the contact.
- Contribute to the design, standardization and streamlining of initiatives to reengineer or improve agency-wide staffing processes through assisting in the development or revision of policies, drafting standard operating procedures, or the review and integration of new staffing automation technology.
- Assist in correcting problems with agency payroll processing center personnel, HR Information Systems personnel, and HR Specialists to resolve issues or problems affecting employees' employment status and ensure the accuracy of information. Timely review personnel actions for proper coding.
- Develop job aids, briefings, and training to improve efficiency and enhance awareness on a variety of recruitment and staffing management topics.
- Assist ATF staff in the provision of briefings and/or formal instruction on recruitment and staffing management to ATF supervisors, managers, hiring managers and program offices.
- Assist in the preparation of routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.
- Utilize a computer based HRIS to document work output, process administrative functions, and run reports.
- Contractor will be expected to provide support among the branches described above as ATF’s hiring needs evolve and ATF’s mission requires.
- Provide all other services needed to execute ATF’s hiring process from depicted in the attached sample “End-To-End” hiring report
Requirements:
- US Citizen
- Ability to pass a pre-employment background check
- Ability to obtain/maintain agency clearance
- Seven years’ experience specific to Federal staffing operations. Experience to include determining effective recruitment strategies; utilizing Special Hiring Authorities; adjudicating applications to determine veterans’ preference; conducting job analyses, develop policy and standard operating procedures and implementing all phases of recruitment to hire functions.
- Expert knowledge of advanced human resources policy compliance, program integrity processes and regulatory requirements to identify and resolve complex problems or issues that could affect the accomplishment of the agency objectives
- Technical knowledge and expertise in the evaluation of human resources programs to provide authoritative guidance and make recommendations for process changes or systemic development for merit promotion and delegated examining procedures.
- Mastery of, and skill in applying, a wide range of advanced staffing and placement concepts and practices, designing and planning a future workforce that is responsive to dynamic changes in mission and business practices brought on by completing factors such as technological advances and competition in the labor market; ability to review job analyses, draft and review vacancy announcements, conduct qualification reviews of applicants, issue certificates of eligibles, establish tentative job offers, initiate background checks and final job offers; ability to analyze trends and forecast changes in workforce requirements that will meet future mission demands.
- Expert knowledge of the principal databases used in maintaining human resources records; utilizing automated payroll and human resources information systems to troubleshoot and resolve errors and operational problems.
- Knowledge of human resources, organizational and management skills in order to lead and provide guidance and consultation to ATF supervisors, managers, hiring managers and program offices, as well as HRPD and HROD staff, supervisors, and managers.
- Analytical skills in order to conduct reviews of human resources policies, practices, procedures, and data management/systems to assess, identify and recommend a more efficient and effective data system.
- Expert knowledge of and skill in applying investigative, negotiating, problem solving, compliance, and enforcement techniques. Ability to analyze and evaluate facts, conduct research, apply rules and regulations, and make recommendations related to investigation, compliance, and enforcement methods.
- Skill in oral and written communication to make recommendations, presentations, conduct training, coordinate work, and prepare position papers, standard operating procedures, reports, and correspondence on a variety of human resources issues.
- Familiarity with appropriate coding of personnel actions and all related OPM guidelines
- Familiar with the USA Staffing recruitment system
- Familiarity with interacting with coworkers and customers in person, telephonically, virtually (MS Teams or WebEx) and via electronic mail
Preferred:
Active delegated examining unit certification
