Job Summary


The Enterprise HR Policy and Projects Consultant will work with a highly motivated team dedicated to improving overall human resource management for the State of Minnesota. This role offers unique opportunities to contribute to the advancement of the state's central human resources function by performing detailed employment law and HR best practice research, developing enterprise policies and procedures, conducting training, and leading or contributing to statewide projects and tracking HR/LR related legislative activity. This position solves pressing issues affecting the enterprise agency HR community in areas such as employee engagement, talent management, and performance management; HR law, best practices, and innovation; and government effectiveness and large-scale human resource initiatives.

Job Duties:

  • Conduct research and analysis on HR-related topics and employment laws, and HR best practices to address statewide HR needs.
  • Draft and implement policies, guidance, and other resources and serve as a statewide resource for agency HR offices on enterprise HR topics.
  • Work with the Human Resource Management Enterprise Director to translate statewide business needs into effective and efficient HR initiatives.
  • Manage complex statewide HR projects, initiatives, and programs involving staff from Minnesota Management and Budget and state agency HR community leadership and practitioners.
  • Analyze and track HR/LR-related legislative activity.
  • Provide guidance/mentoring to less experienced staff as needed and lead the most complex statewide projects.

This position will have the flexibility to telework, work a hybrid schedule or work in the office. The incumbent will be required to complete a telework agreement and may be expected to work in the office on occasion.

Qualifications


Minimum Qualifications

  • At least 4 years of human resource experience that includes responsibility for HR/LR policy writing and interpretation and employment law research
  • Knowledge and experience applying the laws, theories, and practices of human resources management
  • Experience participating in and leading projects
  • Strong communication skills
  • Strong leadership and diplomacy skills
  • Strong analytical skills
  • Excellent organizational skills with experience using Microsoft Office Suite products

Preferred Qualifications

  • Experience working in human resources or labor relations at the State of Minnesota or other public sector employer with extensive knowledge of state HR and labor relations collective bargaining agreements, rules, policies and procedures.
  • Experience analyzing and tracking legislative bills and related activity.
  • Experience managing complex, large-scale projects, to include addressing change management considerations, facilitating project meetings, and coordinating the contribution of multiple subject matter experts.
