Job Summary:

The Human Resources Generalist- Leave and Risk Specialist will run the daily functions of the Human Resources (HR) department with a primary focus on the managing and supporting Employee LOAs, Worker’s Compensation, accident reports, claims tracking, and coordination with safety resources and officers within APG to assist in the management of the Safety Program. This position will oversee and administer leave requests and accommodations requiring specialized attention, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws. Additionally, this position will be located at the Human Resources Team’s primary test location for employee initiatives as supported and guided by the Human Resources Team.

PRIMARY DUTIES & RESPONSIBILITIES

  • Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and work assessments. This may include safety training, anti-harassment training, professional licensure, and aptitude exams and certifications[CH2] .
  • Monitors workplace activities to promote and ensure employee compliance with applicable safety regulations.
  • Monitors compliance within company safety committee meetings
  • Communicates with employees & managers regarding their needs for Leave and/or modified work schedules. Ensures that employees are aware of their responsibilities and of any documentation and notice required to qualify for and to take leave.
  • Handles the FMLA leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
  • Maintains reasonable communication with employees on leave to facilitate smooth and timely return to work, relays communication between employees and their managers during leave within reason.
  • Advises managers and employees on the interaction of leave laws with paid time off, workers’ compensation, and short-term and long-term disability benefits.
  • Oversees the return-to-work process for employees returning from extended FMLA, workers’ compensation, or other leave(s).
  • Coordinates with Payroll/Benefits Coordinator regarding STD/LTD, PTO or other payroll/benefit related issues.
  • Facilitates other leave requests, which may include accommodation requests under the ADA.
  • Administers other company time-off programs as assigned in accordance with internal policy and applicable laws.
  • Drafts and/or recommends revisions to company leave policies to ensure compliance with federal, state, and local laws and regulations.
  • Maintains complete and accurate records of Leave and accommodation requests in accordance with specified legal requirements and documentation of best practices.
  • Preserves confidentiality of employee medical documentation and files.
  • Maintains knowledge of all applicable Leave and accommodation laws including the FMLA, ADA, and state and local laws.
  • Ensures timely processing of workers' compensation claims; evaluates accident reports to determine accuracy and completeness and to ensure adequate investigation; ensures that the company complies with applicable laws and regulations; provides training and guidance to claims coordinators in all departments.
  • Assists, receives, reviews and submits all accident reports, witness statements, medical reports and any other necessary documentation to the companies workers compensation insurer Partners closely with the assigned claims administrator to ensure timely processing of needed referrals, medical bills etc. -
  • Reviews accident reports to identify patterns of injury and to determine whether unsafe conditions contributed to the accident; advises departments of trends in injuries and proper safety procedures that may result in reduction of injuries; provides department with information that will aid in reducing accidents and improve safety.

  • Prepares a thorough report and makes recommendations for developing/expanding/improving a comprehensive loss prevention program.
  • Manages all OSHA reporting.
  • Attends and participates in employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Drafts, updates, and implements internal SOPs as needed.
  • Assist with the roll-out of safety programs in conjunction with applicable site managers
  • Performs other duties as assigned.

Additional Responsibilities:

  • Working knowledge of the Workers' Compensation Act, city regulations and other
  • Ability to obtain facts that ensure that claims information is complete and accurate.
  • Ability to balance casework loads and efficiently process claims.
  • Good judgment in interpreting medical facts presented by a physician and applying these facts in determining an individual's capacity to engage in gainful occupation.
  • Ability to read, assimilate and recall with marked proficiency facts, figures and descriptions, and to search for and obtain information.
  • Ability to maintain satisfactory working relationships with co-workers, the general public and other agency personnel.
  • Working knowledge of the tenets of supervision and motivation of employees.
  • May assist with constructive and timely performance evaluations.
  • Supervises Safety Committees in adherence to best practices, effective meetings, and tracking of safety initiatives and solutions.

EDUCATION & EXPERIENCE QUALIFICATIONS

  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred (exceptions will be made based on experience and certification/s).

· Extensive knowledge of the leave requirements and other legal protections afforded by the FMLA, ADA, and other applicable laws.

· A minimum of 3-5 years’ experience in managing Worker’s Compensation, FMLA, and other LOAs.

· SHRM-CP or other HR Certifications are a plus

  • Thorough knowledge of employment-related laws and regulations
  • Must be able to lift 15 pounds at times.
  • Must be able to sit for extended periods of time.

  • Intermediate to advanced proficiency with Microsoft Excel, Word, PowerPoint, Outlook, and instant messaging; ability to research and navigate the internet, as well as typing with high degree of accuracy
  • Experience with HRIS software (ADP Workforce Now)
  • Ability to quickly learn the organizations HRIS
