Job Responsibilities
The essential functions of this position include conducting technical home inspections, writing project work specifications, and overseeing contractors hired to complete the repair work. This work includes, but is not limited to the following:
  • Conducts technical inspections of residential properties throughout Kent County to ensure compliance with structural, mechanical, health, safety codes and standards.
  • Identifies deficiencies and writes clear and concise scope of work specifications with cost estimates that address necessary major system repair needs, including hazard remediation work (e.g. lead, asbestos, radon, mold, etc.) in compliance with federal and state requirements.
  • Prepares bid package, evaluates contractor bids, and selects eligible contractors to complete scope of work.
  • Oversees Housing Rehabilitation and hazard remediation work, conducts site inspections, approves payments based on progress, recommends contract change orders, mediates disputes between homeowners/tenants and contractors, and ensures projects are started and completed within designated time frames.
  • Prepares reports and other documentation on the progress of the rehabilitation activities.
  • Attends trade shows and other contractor events to further develop list of eligible contractors.
  • Performs related work as required.

Minimum Qualifications
- Associate degree or certificate in Construction Management, Engineering Technology, Architecture or related field OR possession of a residential builder's license, trade license or completion of recognized apprenticeship program in a construction trade.
AND
- Two (2) years of experience in residential construction work or general contracting
- Must possess and maintain a valid state of Michigan motor vehicle operator's license.
- Must be a Certified Lead Abatement Supervisor OR able to be certified within 6 months of employment.
- Experience in federal and local housing construction and rehabilitation programs preferred
Note:
  • Employees in this classification perform field work at sites throughout Kent County.
  • This position is grant funded and is dependent on renewal of funding sources.

Overtime
1 1/2 times regular straight-time rate for hours worked in excess of 40 hours per week

$315 per credit hour; maximum of 9 credit hours per year (see policy for eligibility)
