Housing Program Manager

Overview

The Housing Program Manager plans, develops, and implements programs that contribute to the Housing Master Plan (HMP) Committed Affordable Unit (CAU) targets and strategies, including strategies to assist households potentially impacted by preservation, development and redevelopment of their housing. Under general direction from the Deputy Director and Division Chiefs, the Housing Program Manager interfaces with community members at the grassroots level, while also providing housing guidance and technical expertise in an advisory capacity to local and regional partners and teams from other City departments. An incumbent in this class manages operations of a section of the Office of Housing, such as the Affordable Development Team, including direct supervision of staff, consultants or interns, and application and/or implementation of City housing policies and programs. Housing Program Managers will coordinate stakeholder groups and special working groups focused on housing-related topics and will represent the Office of Housing and its policies on internal City work groups, planning initiatives and special projects, as needed.

The Opportunity
  • Builds partnerships with community associations, community organizations, social services agencies, private, nonprofit, and other local, regional and federal government agencies, as appropriate to accomplish key goals of the City and Department.
  • Maintains effective relationships with all segments of the housing community, including, tenants, property owners/managers, developers, ARHA and nonprofit housing developers, neighborhood and civic associations, community organizers and other stakeholders in community projects.
  • Organizes meetings for diverse audiences, fosters relationships with other organizations to participate in public education, and facilitates workshops and panel discussion as appropriate.
  • Manages special projects and studies, including directing the work of a team or work group from within and outside of the Department to include contracting consultants, preparing schedules, and administering project budgets.
  • Provides expert counsel to senior management, professional colleagues and City Council members on housing and a wide variety of planning issues and problems, not only in their programmatic area but across program areas.
  • Represents the Department or City and serves as an internal expert on panels, committees, and task forces and may propose planning and housing policies and amendments in response to a variety of complex housing policy and land-use issues.
  • Represents the Department's positions at public hearings before the City Council, Planning Commission, Housing Affordability Advisory Committee and/or Landlord Tenant Board, among others.
  • Performs related work as required.

About the Department
The Office of Housing coordinates and administers City housing and housing-related programs and services and makes recommendations to the City Manager and City Council on housing policy and potential affordable housing investments. Its major workgroups are Finance and Program Administration, Landlord-Tenant Relations, and Affordable Housing Development. The Ideal Candidate

To qualify for this position, all candidates must possess a Bachelors degree; and three years of relevant experience to include experience in affordable housing, urban studies/planning, public or business administration, community development, or a related field; or any equivalent combination of experience and training that provide the required knowledge, skills and abilities.

To be considered an ideal candidate, a candidate must also possess a Master's Degree; five or more years of experience in affordable housing development, and assisted Housing Programs; knowledge of local planning, zoning and development or federal housing policy relevant to the Department's work; three (3) or more years of program planning; three (3) years of experience and demonstrated ability in communicating orally and in writing with elected officials, the public, and regulatory agencies; one (1) year of experience leading teams; ability to coordinate and conduct public meetings, and experience in building public consensus; Ability to relate to and work with low-income and limited English proficiency communities a plus, as well as fluency in other languages, including Spanish.
