The Position:
The Housing Division Manager (U) manages, supervises and coordinates the functions of the Housing Division within the Community & Economic Development Department. This position will be assigned to manage Homeless Programs and will will provide guidance on homeless issues and the City's efforts to address and reduce homelessness.

The ideal candidate for the position of Housing Division Manager will bring a wealth of experience and expertise to successfully fulfill the outlined key functions. The candidate will effectively collaborate with the Deputy Director of Housing & Homelessness to lead a dynamic development team, managing staff, consultants, architects, engineers, and contractors. Their proven ability to negotiate contracts, prepare comprehensive staff reports, and deliver compelling Council presentations will be crucial in advancing the organization's goals.
Furthermore, the ideal candidate will demonstrate proficiency in overseeing the entire lifecycle of affordable housing development, from initial site research and land acquisition to feasibility analysis, pre-development, design, project financing, construction, and loan close-out. Their commitment to ensuring compliance with federal regulations related to labor, environmental concerns, employment, procurement, and program execution will be evident in their track record of obtaining federal funding clearance for each development activity.
The ideal candidate will also be adept at managing Owner Occupied Housing Rehabilitation and Infill Housing Programs, showcasing a comprehensive understanding of the intricacies involved. Collaborating with legal counsel and HUD representatives, the candidate will excel in creating exemplar CDBG and ESG subrecipient agreements that align with HUD standards.
In addition, the candidate will bring a strategic perspective to the role, overseeing HOME and NSP affordable housing activities and providing valuable input on related policies and procedures. Their ability to collaborate in the preparation of State and Federal reports, such as PLHA, Annual Action Plan, CAPERS, etc., will further contribute to the organization's success. Overall, the ideal candidate will be a seasoned professional with a proven track record in affordable housing development, regulatory compliance, and effective collaboration with diverse stakeholders.

Education, Training and Experience:Possession of a Bachelor's Degree from an accredited college or university with major coursework in public administration, business administration, finance, economics or a related field;
AND
five (5) years of progressively responsible experience in community development and home funds initiatives, including responsibility for grant applications and administration of grant awards, at least two (2) years of which were in a supervisory capacity; or an equivalent combination of training and experience.
A Master's Degree is highly desirable.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance policy.
