The Office of Investigations is seeking a highly motivated, detail-oriented individual to serve as the Hotline Program Manager. This Manager Band position is physically located in the Special Inquiries Division in Arlington, VA.

In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role.
This announcement provides an opportunity for a reassignment/promotion to the position of Hotline Program Manager (1801), Manager Band for the Office of Investigations, Hotline Team in Arlington, VA. The candidate will supervise the activities of the Hotline staff engaged in the receipt, review, disposition, and analysis of allegations/complaints of fraud, waste, and misconduct concerning the United States Postal Service. Complaints are received via webform, telephone, e-mail, letter, voice mail, and fax. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on Friday, December 8, 2023 will be considered.
The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $138,993 - $178,700. The salary figures include locality pay.
Relocation expenses may be paid.

  • Provide authoritative advisory service and/or develop authoritative policy interpretations in the processing of all Hotline complaints.
  • Identify and resolve, as applicable, unique issues where no policy exists, recommending innovative solution(s) to address new needs and/or issues.
  • Ensures staff review of allegations utilizing one or more of the following actions: (1) conducting further interviews with complainants; (2) reviewing related records and files to determine the validity of allegation; and/or (3) interviewing responsible staff at United States Postal Service (USPS) area and district offices.
  • Reviews staff responses to allegations. Determines whether replies are responsive or in need of additional action. Ensures that all information is entered into the system.
  • Must have strong written and oral communications skills, be able to effectively multi-task, and be able to collaborate with internal and external stakeholders.
  • Gather and compile data and reports in support of Hotline reporting requirements.
  • Work with the Hotline Director on special projects and initiatives.

  • Must be a current USPS-OIG employee.
  • Must be able to obtain and maintain Top Secret security clearance.
  • Must be able to obtain and maintain a government-issued credit card.
  • May be required to successfully complete a 12-month probationary period.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
  • Current USPS-OIG career employees.
  • Bachelor's degree from an accredited college or university.
  • Demonstrated leadership ability.
  • Received at least a met expectations rating on your most recent performance appraisals (FY 2022 and 2023). If a performance appraisal is not available, you must submit a separate statement with the reason a performance appraisal is not available.

DESIRABLE QUALIFICATIONS
  • Knowledge of hotline/call center operations
  • Advanced Degree from an accredited college or university
  • Knowledge of Postal Service operations
  • Knowledge of SharePoint, Power BI and Microsoft Office Suite
  • At least 5 years of professional federal experience supporting a federal law enforcement agency or Office of Inspector General
  • Participated in the National Leadership Development Program (NLDP)

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below:
  1. Demonstrated experience using project management best practices in supervising, planning, and in providing coordination and support to agency priorities.
  2. Demonstrated experience in managing employees and/or projects with an emphasis on promoting maximum staff utilization, development, and handling disciplinary issues.
  3. Demonstrated ability to define problems, analyze alternatives, and recommend solutions to difficult problems or issues.
  4. Ability to communicate effectively, both orally, in writing, and graphically, facts and circumstances in a manner understandable to management officials. Experience with presenting, training, and advocating for analytical solutions and methods.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
