Overview
What You'll Be Doing
We seek qualified candidates to provide research and analytic support to a variety of Homeland Security, emergency management, and preparedness evaluation projects. Successful candidates will have advanced education (MA, MS, or PhD) and experience in research, evaluation, or data analytics related to Homeland Security, emergency management, or national resilience. The ideal candidate will understand research/evaluation methodologies and be able to develop them, have experience working with large and complex datasets, and be experienced with a variety of analytic and visualization tools.
This position will support projects across our Emergency Management practice area. Specifically, this position will help clients at the Federal Emergency Management Agency (FEMA) develop research methodologies to evaluate national, state, and local resilience, evaluate the implementation and impacts of preparedness grant programs, and develop data collections and analytical tools to enable data-driven decision-making.

Responsibilities
  • Support the development, execution, and interpretation of formative, implementation, and impact evaluation studies related to resilience, emergency management, and Homeland Security.
  • Support the development of a framework to assess and measure national resilience.
  • Help design qualitative and quantitative analytic methodologies and tools, research designs, and data collection approaches to analyze resilience and evaluate Homeland Security programs.
  • Interpret data to identify patterns and insights; convert data and findings into understandable tables, charts, visualizations, written reports, and presentations.
  • Develop strategies for improving Homeland Security data collections and measurement of program outcomes.
  • Oversee other analysts in research, evaluation, and analytical efforts, managing timeliness and deliverables.
  • Support business development efforts through proposals and the development of a Homeland Security analytics and evaluation capability offering.
  • Work as part of a team in a fast-paced environment.

Qualifications
Required Qualifications:
  • Relevant Master's degree and six years of relevant experience OR a relevant PhD and three years of relevant experience. Relevant education and experience includes: program evaluation, research, or data analytics related to Homeland Security, Emergency Management, Disaster Science and Management, Public Policy, Economics, or other related social science field.
  • Experience developing evaluation and analysis plans, collecting qualitative and quantitative data, conducting data analysis, and generating reporting products.
  • Experience designing and applying research and analysis techniques from fields such as statistics, survey methodology, and/or other social science disciplines.
  • Ability to communicate results of statistical analysis to non-technical audiences.
  • Experience working with and interpreting data in at least one quantitative statistical analysis software package (e.g., SPSS, STATA, R) and Microsoft Excel.
  • Excellent writing/editing, analytical, communication (oral and written), and presentation skills.
  • Strong attention to detail and the ability to quality-check all work.
  • Ability to earn a favorable Public Trust clearance and/or DHS Suitability - requires US Citizenship.

Based on eligibility and job status, Cadmus offers an excellent benefits package to include: medical, dental, vision, company paid disability and life insurance, 401(k) program, paid time off (PTO), paid holidays, voluntary time off (VTO), tuition reimbursement, adoption assistance program, other optional benefits and various bonus programs.
The minimum starting salary for this position is $85,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
