Computer Systems Engineer Architect SME

SUBJECT MATTER EXPERT (SME): Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. May supervise others.


Job Requirement: The objective of the Operational Support Services task is to provide comprehensive technical and management expertise to support servers in the Department's End User Services Division, which maintains several Major Support Systems which provide mission critical services to the Department. The scope of this effort includes:

  • Hardware Support Services
  • Operating System Support Services
  • Security Patching and Anti-Virus Services
  • Backup and Restore Services
  • Infrastructure Planning, Design, and Implementation Services
  • Asset Management and Compliance Reporting Services
  • Other Operations and Maintenance Services

Details: The contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort.


The contractor shall provide expert technical services in supporting, designing, implementing, and operational management of the End User Services (EUS), Enterprise Services Branch (ESB) environment comprised of Microsoft Windows operating systems, and various component services. This includes expert technical services necessary to manage various operational security management services and provide incident and problem management.

  • Continual review, maintenance and daily focus on operational security risks and best operations, consolidation planning, and oversight.
  • Monitor performance of related service level agreements.
  • Develop, maintain, and track new optimization and standardization requirements to meet Bureau, DOI, and Federal requirements.
  • Develop and maintain an optimization and standardization strategy and review documentation with government to key stakeholders to achieve consensus.
  • Assist in the execution of IT initiatives associated with the ESB.
  • Provide program support on behalf of the OCIO to external programs requiring the adoption or integration of ESB related components.
  • Monitor event logs from member servers using Microsoft Systems Center Operations Manager (SCOM), Splunk, or other software tools. These logs will be maintained per Department guidance.
  • Monitor and maintain operating system and software service packs and patches for supported systems per departmental policy and guidance. Test service packs and patches for release and distribution to member servers using Microsoft Systems Center Configuration Manager, Windows Software Update Services (SCCM/WSUS) and/or Microsoft Intune.
  • Maintain related server components in DOI Test and Development Lab
  • Maintain associated hardware.
  • Maintain agents for other Department required monitoring programs.
  • Maintain enterprise licensing.
  • Test disaster recovery operations to include a full restore to a disconnected test network quarterly.
  • Participate in periodic meetings and teleconferences as needed to support the server operations.
  • Serve as a liaison to the Enterprise Services Network and ad hoc teams to ensure connectivity for member servers.
  • Serve as primary configuration management control for the associated member servers. Prepare change control documentation and ensure compliance with Change Control Guidance.
  • Perform day-to-day research ensuring technology and best practice guidance are applied and used appropriately.
  • Provide general technical and operational expert consultation on Microsoft Window Server 2012R2 through current release and related Microsoft and other support and monitoring systems.
  • Develop project plans to transition, administration and operations necessary to support this requirement.
  • Install, Deploy, member servers as required.
  • Provide training on systems administration to necessary personnel.
  • Maintain appropriate operations documentation.

Operations and Maintenance

The contractor will provide support and maintenance services for servers. The contractor will work with existing DOI processes, where appropriate, to track change requests, provide estimated levels of effort associated with each, and incorporate approved changes into the system. Throughout this process the contractor will maintain a published and approved release schedule and proper version control on all source code and documentation. Additionally, the contractor shall provide on-site support as required by the Government. This support will consist of direct and indirect communication and the means to track all support requests.
