HHS Coalition Governance Operations Coordinator (ITPPSS/ETS)

This position manages a portfolio of IT projects for the Health and Human Services (HHS) Coalition, which span across several state agencies and functional areas. While seated in HCA, this position serves the HHS Coalition and its participant agencies including tracking and reporting on project progress, managing some smaller projects, and determining creative solutions when problems arise. The ideal candidate will balance the needs and priorities of partner agencies and thrive in an environment that requires autonomy, organization, and representation of high-profile work with agency leadership.
All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.
About the division:
The Washington Health and Human Services Enterprise Coalition (HHS Coalition) is a multi-organization collaborative that provides strategic direction and federal funding guidance for information technology projects that have cross-organizational or enterprise impact. These IT project collaboration efforts will result in improved service coordination that improves the health and well-being of the people, families and communities of Washington. The collaboration efforts also enhance public stewardship through the shared use of technology investments across multiple HHS Coalition organizations. The following organizations comprise the HHS Coalition: Department of Children, Youth, Families (DCYF), Department of Corrections (DOC), Department of Health (DOH), Department of Social & Health Services (DSHS), Health Benefit Exchange (HBE), Health Care Authority (HCA), and Washington Technology Solutions (WaTech). The Office of Financial Management (OFM) participates in an ex-officio (non-voting) capacity aligned with their role in the authorizing & operating environment. The EPMO is administratively located within HCA’s Division of Enterprise Technology Services (ETS) but works for the benefit of all organizations.
About the position:
The HHS Coalition Governance Operations Coordinator is a lead technical expert and managerial professional. The position makes recommendations on IT investments across the HHS Coalition in support of the HHS Coalition IT vision. The position coordinates the governance processes and provides consultation across HHS Coalition organizations to support process alignment and interagency collaboration on projects and workgroups within the HHS Coalition. This position provides subject matter expertise in project management, process mapping, process and outcome measurement, and coordination of independent verification and validation (IV&V) and quality assurance (QA) services across the five organizations.
This position is eligible to telework but will be required to report on-site approximately twice a month to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties



Some of what you will do:
Plan, Analyze, and Lead HHS Coalition Governance Project Processes and Information Technology (IT) Portfolio Evaluation


  • Develop and manage a decision-making framework for IT system investments; this includes managing standard processes for project initiation and portfolio management.
  • Lead strategic business initiatives and legislative mandates that require the planning, development, implementation, and integration of technology.
  • Provide recommendations for IT funding priorities based on HHS Coalition IT vision and strategic goals.
  • Provide a portfolio view and transparently report project portfolio status and coordinate performance reviews, including monitoring monthly project portfolio dashboard and cross-organization coordination to address any issues or discrepancies. Identify IT projects that need to be presented to the HHS Coalition based on project issues or changes and consult on presentation approach and materials.
  • Document and manage Risks and Issues for IT System Investments. Provide a portfolio view of the impacts to other projects and programs.
  • Analyze and develop business cases and funding requests for IT system investments. Develop analysis, alternatives, acquisition approaches, and plans for IT alternative solutions based on legislative mandates and requests, documenting results in public reports.
  • Facilitate independent verification & validation and quality assurance.
  • Provide guidance and alignment support to HHS Coalition partners in planning, development, and monitoring of analysis for shared IT systems that include initiatives with statewide impact.
  • Maintain the HHS Coalition SharePoint site design and navigation.
  • Consult with HHS coalition organizations as they develop and manage their organizational change management plans.
Plan, Manage, and Lead HHS Coalition Projects and Related Workgroups
  • Develop vision, charters, and plans, including schedules, deliverable plans, and other project management functions.
  • Coordinate and lead HHS Coalition interagency technical/system or data workgroups, developing and presenting relevant evaluation on IT best practices and potential IT solutions.
  • Identify and manage risks and issues that hinder project and workgroup process.
  • Independently and collaboratively plan, produce, and finalize multiple documents on shared IT systems investment options.
Leads HHS Coalition Governance Committee Operations
  • Coordinate monthly governance committee meetings and agendas, in collaboration with HHS Coalition members, committee chairs, and other team members.
  • Ensure timely development and delivery of meeting agendas and read-ahead materials.
  • Provide analysis for and support development of technical and policy issue papers and other materials.
Facilitating HHS Coalition Performance Measurement and Improvement
  • Develop relevant metrics, critical success factors, and key indicators for HHS Coalition outcomes.
  • Develop and manage processes and procedures to track HHS Coalition performance measures.

Qualifications



Required qualifications:
Qualifying candidates will meet all of the following requirements:


  • Bachelor’s degree or higher in management information systems, computer science, business, or public administration/management, or closely related field.
  • Seven (7) years of progressively responsible experience in information technology field in roles such as business analyst, developer/architect, project/program/portfolio manager/scrum master, or closely related role.
  • Two (2) years of experience as a project manager or scrum master.
  • Two (2) years of experience in a lead interface role to external partners or business customers, ensuring partner/customer satisfaction, successful delivery of their requested service or product, and appropriate handling of any complaints or concerns on behalf of the partner/customer.
Preferred qualifications:
  • Working knowledge of health and/or human services agencies or programs, particularly from an IT context.
  • Ability to communicate effectively across a broad spectrum of managerial, administrative, and professional staff, including the ability to write clearly and translate technical documentation to align with plain talk standards.
  • Proficient in the use of MS SharePoint, Word, Excel, PowerPoint, Project, and Outlook.
  • Commitment to quality, diversity, and public service values.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
