Job Description
Graduation from high school or equivalent plus a minimum of three (3) years of verifiable experience in one of the following areas: customer service, building trades, code compliance/enforcement, or law enforcement. Preferred candidates will have experience in governmental customer service. Must possess a valid Florida Driver's License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENT:
Must obtain a Florida Association of Code Enforcement (F.A.C.E.) Fundamentals of Code Enforcement Certification within 12 months from date of hire.
EMERGENCY DECLARATION STATUS
Code 2: Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination when the employee will be required to work.
GENERAL STATEMENT OF JOB
Under general supervision, performs skilled inspection work in securing compliance with established codes and City's ordinances. Employee is responsible for the interpretation, application and enforcement of rules and regulations relating to City Ordinances; refers complaints and violations to the proper department. Work involves responding to complaints from property owners and/or referrals; investigating and researching complaints; follow-up on previously cited properties; preparing evidence for upcoming cases. Reports to the Code Compliance Supervisor.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTIONS
Investigates and responds to complaints from property owners and/or other referrals concerning complaints of City code violations; interviews complainants and property owners to determine if complaint is valid; interviews property owner and occupants in order to notify of violation(s), and to encourage compliance and/or correction of violation(s); interacts with complainant to encourage complainant to testify before Code Compliance Board.
Performs routine inspections of new and existing properties for conformance with safety standards, zoning codes and ordinances.
Receives and answers inquiries concerning City code and zoning questions; receives and pursues complaints alleging code or zoning violations, performs inspections as necessary.
Interacts with supervisors and other City departments concerning questionable cases of code violations, and to aid in questions in areas of specialty.
Maintains all necessary reports and records pertaining to inspections and code compliance work; performs general typing and keyboarding; prepares work notices for violations; prepares referral forms for other agencies concerning possible violations.
Takes measurements, pictures, and gathers any necessary evidence for code violation case hearings; researches legal descriptions, property ownership, and ordinances.
ADDITIONAL JOB FUNCTIONS
Testifies before Code Enforcement Board / Special Magistrate as necessary.
Performs other related work as required.

Life Insurance: The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance: The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays, 1 birthday holiday and 1 anniversary holiday.
Paid Leave: Accrue 96 hours of vacation per year, accrued hours increase after 10 years of service based on years of service. Accrue 96 hours of sick leave per year.
Tuition Reimbursement: Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
