Who We Are:
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.

The Opportunity:
We are pursuing a qualified candidate to fill a Heat and Frost Insulator position in the Facilities Management Division. The position performs journey-level insulation installation, alteration, and repair work in accordance with standard trade practices.

Positions allocable to this class use a variety of hand tools and power equipment in the installation, alteration, maintenance, or repair of HEAT AND FROST insulation. Incumbents are required to have a working knowledge of HEAT AND FROST insulation sufficient to independently perform all the essential elements of work common to the craft. Incumbents are also required to have a working knowledge of the building and safety codes related to their craft.Removes and cleans work area of asbestos and mold.
Installs, alters, and repairs fiberglass, rock wool, rubber and foam insulation on high and low pressure steam piping, hot and cold water piping, refrigeration piping, sheet metal ducts, tanks, and boilers.
Applies pipe, block, and sheet insulation, including fiberglass, rock wool, and foamed polystyrene on pipes, tanks, and equipment.
Applies canvas jackets, aluminum jackets, vapor barriers and pvc jacketing on pipes, tanks, and equipment.
Maintains tools and equipment.
Follows safe work practices and procedures.
Monitors helpers, apprentices, laborers, and contractors in asbestos and mold removal and clean up.
Drives automotive equipment to and from work sites.

Option I: Completion of a recognized apprentice training program* in HEAT AND FROST insulation work.
Option II: Five years' insulation experience, one year of which must have been at the journey-level** and must have included the application of fiber glass, rock wool, magnesia compound, cork, foamed polystyrene, and canvas jackets on pipes, tanks, and equipment.
**Journey-level experience is defined as possessing the required knowledge, skills, and training to perform a full-range and diversity of work independently and reliably. Positions at this level operate with fairly significant freedom from day-to-day supervision and need little or no guidance on such matters as selecting appropriate problem-solving methods and techniques, locating appropriate regulations, or applying proper procedures to carry out work. These positions require incumbents to perform leadership roles on insulation projects and exercise knowledge on insulation specifications and applications. Positions are also responsible for aluminum jacketing layouts and fabrication, designing and fabricating removable insulation blankets, and ordering insulation material for customer projects.

In addition to OPTIONS I or II, you must possess a current Asbestos Abatement Contractor Supervisor Certification.
License:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Expectations:
3 - Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10 - 25 pounds.
Other Requirements:
Some positions in this class may be required to participate in an annual asbestos screening physical examination.
Some positions in this class may be required to hold an Environmental Protection Agency (EPA) approved Universal Technician Certificate in compliance with Federal license requirements as provided in Chapter V, Section 608.
Special Requirement Information:
*Apprenticeship training programs must be recognized by a national, global, or regional accrediting agency, the California State Department of Education, the California State Department of Labor Division of Apprenticeship Standards, or the Council for Private Post Secondary and Vocational Education.

If you meet the requirements, we will invite you to a structured oral interview weighted at 100% covering technical knowledge and experience, work habits and productivity skills, public safety and security knowledge, customer service and interpersonal skills, and oral communication skills.
You must achieve a passing score of 70% or higher on the assessment in order to be added onto the list of eligible candidates.
