This position is located with the Bureau of Healthcare Systems and Services.
To ensure that licensed activities are effectively carried out and comply with standards that provide for the health, safety, and well-being of their clients.
Specific duties include:
Performs annual surveys of hospital perinatal related services and initial surveys of hospital obstetrical and newborn services to determine the level of care the facility and staff are qualified to provide. Conducts inspections and investigations of Birthing Centers. Reviews required documentation submitted by the licensed midwives and midwife apprentices. Coordinates activities associated with the Midwife Advisory Council. Provides advice, assistance, and consultation as an expert/resource person for Healthcare Quality, with regards to perinatal related services, midwifery services, and Birthing Center standards.
Assists other divisions with inspections and investigations of facilities/activities/services licensed by Healthcare Quality as necessary. Performs other duties as necessary, to include but are not limited to: provides technical assistance and training to Healthcare Quality staff; participates in preparing for hearings and trials; presents evidence as a witness in hearings and trials; and participates in disaster preparedness as outlined in the DHEC plan during hazardous weather or declaration of emergency. During such times the incumbent is designated as an essential employee and subject to duty and/or call on a 24-hour basis during an emergency.
Minimum and Additional Requirements
Licensure as a registered nurse by the South Carolina Board of Nursing. Graduation from an accredited school of nursing and related nursing experience.
A valid SC driver's license. Travel up to four (4) hours in duration and distances of up to 400 miles (round trip).
Please note that the agency may require an official, certified copy of your transcript or diploma prior to hiring. Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.
Preferred Qualifications
A bachelor's degree in Nursing with two (2) years experience as a registered nurse (RN) in a health care setting; or an associate's degree or diploma in Nursing with three (3) years experience as an RN in a healthcare setting. One (1) year of hospital obstetrical and newborn services experience.

This position is part of the South Carolina Department of Health and Environmental Control's Hospitals and Professionals Division/Bureau of Healthcare Systems and Services. The work performed supports DHEC's mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
