The mission of DHCS is to provide Californians with access to affordable, integrated, high-quality Health Care, including medical, dental, mental health, substance use treatment services and long-term care. Our vision is to preserve and improve the overall health and well-being of all Californians. The Medi-Cal program provides comprehensive health coverage to low and moderate-income Californians and is part of the federal Medicaid program. Medi-Cal funds approximately two-thirds of all Long-Term Care (LTC) days in California spending over $7 billion annually and serving approximately 150,000 of our most vulnerable members including older adults and persons with disabilities.
The objectives of the Fee-For-Service Rates Development Division (FFSRDD) are to:

  • Develop financing methodologies to advance Health Care access, quality, and equity for all Californians through high-quality data-driven research and analysis.
  • Administer ratesetting methodologies to finance billions of dollars in Health Care spending and provide accurate, efficient, and economical reimbursements to providers.
  • Engage our providers and other stakeholders to inform the policy making process, clearly communicate policies and programs to the public, and provide excellent customer service.
  • Maintain a collaborative relationship with the Centers for Medicare & Medicaid Services (CMS) to secure federal funding participation for Medi-Cal.

As a Health Care Financing Manager I (Staff Services Manager I) in the LTC Rates Section, you will supervise and oversee five highly-skilled research and analytical staff responsible for LTC ratesetting and financing programs. The Health Care Financing Manager I is responsible for overseeing the completion of the annual LTC rate development process for over 1,000 facilities on a strict timeline, ensuring that rate methodologies adhere to all statutory and regulatory requirements, developing policy recommendations to address emergent LTC financing issues, coordinating with internal and external stakeholders, and delivering a wide range of special projects related to LTC financing.
