JOB TITLE: Healing House Program Manager - Alternative to Incarceration
DEPARTMENT: Health-Education and Wellness
CLASS: Full-Time/Covered/Exempt
SALARY: $25-$32/HR DOE
POSITION SUMMARY:
The Healing House Program Manager reports to HEW Administration and is responsible for the overall operations of the Healing House Program located within the Alternative to Incarceration Facility (ATI). This includes the 24-hour management of clients with substance abuse problems placed there in lieu of incarceration waiting to go to, or returning from rehabilitation facilities. The HH Program Manager, in conjunction with their staff, will coordinate house admissions, discharges, treatment and aftercare. They will participate in the development of rules, regulations and policies and procedures for the facility. They will assign and direct the work of subordinates; day-to-day enforcement of the rules and regulations regarding house admissions and discharges; monitoring resident behavior; assuring the purchase of necessary supplies, monitoring expenditures and providing supportive casework services to professionals and liaison services to the community.
ESSENTIAL FUNCTIONS:
- Responsible for day-to-day operation, maintenance and security of the facility; monitors the activities of the residents to include enforcement of house rules and regulations with the authority to discharge
- Provides supportive casework services to professionals by conducting initial screenings and evaluations upon admittance, completes progress notes and weekly
- Provides leadership and support to group or individual discussions with residents about their treatment, sharing basic information concerning substance abuse and referral systems such as training, employment, housing, clothing, or financial
- Assures residents get established in the home and community by acting as a referral source and agent with housing, churches, civic organizations, private industry, and recreational
- Monitor expenditures of the house, purchases supplies, maintain all
- Responsible for the direction and assignment of work schedules for facility and recommends disciplinary actions, conducts performance appraisals, and counsel employees as
- Ensures that all visitors and guests are greeted, and interprets goals and policies of the
- Enforces and follows set rules and regulations which govern operation of the house and residents, following standards set forth by the Indian Health Service, State of Arizona, and the Tribal
- Provides for the delivery of basic substance abuse education and information to community groups, which reflect upon the quality of services offered by the facility.

MINIMUM QUALIFICATION REQUIREMENTS:
EDUCATION AND EXPERIENCE:
- Minimum - Knowledge of substance abuse and crime related offenses, high school and one year of experience working with substance abuse clients.
- Preferred - Some college classes or a graduate from college with an associate or higher.
- Skills in supervising others and in organizing and managing the daily operations of the house.
- Must have knowledge of counseling methods, techniques and procedures.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong written and verbal communication skills.
- Strong organizational and multi-tasking skills.
- Knowledge of Life skills training curriculums.
- Knowledge of the Hualapai Tribe's cultural traditions.
- Ability to communicate effectively with substance abusers through group/individual discussions
- Knowledge of confidentiality law.
- Knowledge of office computer systems, databases and other computer programs.
- Skills in operating modern general office equipment (computer, fax machine, copier, etc.).
OTHER:
- Willingness to collaborate with tribal departments, Wellness Team and Hualapai Cultural consultants to develop well-rounded trainings and cultural healing activities for clientele.
- Knowledge of personal hygiene and common health practices.
- Must pass a background check performed by Hualapai Human Resources.
- Must obtain DPS Level 1 Clearance card.
- Must have a valid driver license and be able to be eligible for Tribe's insurance.
- Submit to and pass pre-employment and random drug/alcohol screening.
PREFERRED QUALIFICATIONS:
- Working knowledge of completing contract paperwork.
- Experience with Grant writing.
- Experience working in a Native community.
- Experience in a Counseling related field.
- Ability to speak the Hualapai Language.
