What You Will Do
This position will be filled at either the Operations Specialist 2 or Operations Specialist 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
HE Operations Specialist 2 ($69,300 - $110,000)
The Weapons Facilities Operations (WFO) Facility Operations Directorate (FOD) has a great opportunity for an Operations Specialist! You will report to the Operations Manager (OM) serving as a member of WFO High Explosives Operations team. We are looking for a self-starter, once given initial direction and requirements from the WFO Operations Manager (OM), to work as part of a collaborative team. Duties include serving as an interface between the tenant organizations, support services, subcontractors and maintenance and site services to review and implement DOE O 5480.19, Conduct of Operations, provide general direction, guidance, data analysis, and/or operational support in order to ensure the implementation and integration of operational and programmatic functions. In this role, you will serve as a FOD designee for Integrated Safety Management (ISM) related functions including but not limited to maintenance, projects, construction and subcontracted work activities.
WFO FOD is responsible for facilitating mission execution at DARHT (Accelerator Facility), the High Explosives (HE) Sciences, Firing and Detonator Facilities and at the Weapons Engineering Tritium Facility (WETF).
HE Operations Specialist 3 ($75,400 - $122,900)
In addition to what was outlined at the lower level, the HE Operations Specialist 3 will support the OM with oversight of operational activities within the FOD. Operational oversight responsibilities include: safety/authorization/compliance basis; health, safety and environmental management; security; engineering; maintenance management; construction management; project management; waste management; and quality assurance. You will review, approve, authorize and release both facility and programmatic integrated work activities and documents to ensure that hazards/vulnerabilities are appropriately identified and controls are adequate. You will also assist the OM with strategic initiatives and be expected to support with issues management resolution and abnormal event investigation.

Minimum Job Requirements:

Facility Operations
Demonstrated knowledge of and experience with facility operations policies, practices, and procedures, and ability to apply them to resolve issues.
Communication
Excellent interpersonal, verbal and written communication skills and experience interacting with all levels of personnel and customers. Demonstrated experience presenting relevant subject matter to supervisors, peers and customers.
Project Execution
Ability to successfully plan, organize, lead, and monitor team efforts to completion.
Task Management
Experience managing multiple tasks with conflicting and often changing priorities and deadlines with limited direction. Demonstrated experience working independently without much direction.
Additional Job Requirements for Operations Specialist 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Formality of Operations
Advanced understanding of the concepts and principles of conduct of operations, Integrated Work Management, ISM and Integrated Safeguards and Security Management (ISSM), or equivalent non-Department of Energy (DOE) programs.
Hazardous Facility Operations Knowledge
Demonstrated experience working in a high hazard facility environment and preparing, reviewing, and authorizing work release within these facilities. The type of work may be in support of operations, maintenance, and project work evolutions associated with the daily operations of the facility or area.
Problem Solving
Demonstrated experience experience in conducting research, developing alternative solutions, and developing solutions to problems affecting operations and administration in creative ways. Experience may include but is not limited to resolving complex configuration management challenges, abnormal event investigation / resolution and process improvement challenges.
Education/Experience for Operations Specialist 2: Position requires an Associate's Degree and 4 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience for Operations Specialist 3: Position requires Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.
Desired Qualifications:
  • Knowledge of LANL's facility operations policies, practices, and procedures, and can apply them to resolve issues.
  • Knowledge of LANL indoor and outdoor explosives operations including, but not limited to, access control, assembly/disassembly, clearance patrol, firing site operations, and transportation.
  • Experience successfully managing and controlling projects and associated budget/schedules.
  • Knowledge of legal requirements and environmental impacts affecting facility operations and administration.
  • Experience with preparing, reviewing, and authorizing work release on facility work packages and related work control processes in support of operations, maintenance, and project work evolutions associated with the daily operations of the facility or area.
  • Demonstrated experience in inspecting and coordinating maintenance and construction projects.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
