Job description

Primary Purpose of Position: The objective of this position is to provide coaching to participants in the Housing Choice Voucher Family Self-Sufficiency Program (FSS) to help them move toward self-sufficiency and achieve their program goals.

Education and Experience: Education and three years of housing administration or a combination of six years of experience, training and independent study preferred.

Core Functions:

· Administer the HCV Vouchers program

· Answer and respond to telephone inquiries and prepare written correspondence

· Use Elite database to input all owner, tenant, and unit information

· Coordinate response to Housing Quality Standards (HQS) inspections with HQS Team

· Assist in monthly subsidy payment process

· Monitor and ensure accuracy of tenant records for submission to HUD

· Network with communities, landlords, social services, and local officials to gain program participation

Family Self-Sufficiency Tasks

· Coaching

The FSS Specialist provides outreach services to prospective program participants statewide and manages an active caseload of approximately up to 50 participants.

o Process application/initial assessment to determine FSS Program eligibility

o Conduct orientation meeting

o Identify applicant strengths, barriers to success, and resources necessary for success

o Use Motivational interviewing to develop and support Individual Training and Services Plan (ITSP) that includes goals, objectives, activities and timelines

o Execute Contract of Participation

o Determine services needed by participants and make appropriate referrals

o Assist participants with tasks associated with enrollment and/or application for services and programs required in ITSP

o Monitor progress of participants and provide support and guidance throughout the term of the contract by meeting at least quarterly two of which occur in person with the participant

Other Duties:

· Attend related seminars, workshops, and trainings as needed

· Motivational Interviewing training (within 12 months of hire)

· Certified Occupancy Specialist (COS) Training (within 12 month of hire)

Skills and Knowledge:

· Knowledge and experience in interpreting governmental regulations and contract compliance

· Strong computer and analytical skills

· Excellent communications skills

· Ability to work independently

· Accuracy and attention to detail

· Excellent organizational skills

· Ability to prioritize multiple and varied tasks

· Ability to understand and follow both written and oral instructions

· Ability to proofread, edit, and make grammatical corrections

Working Conditions: Fast paced environment with multiple priorities, interruptions and deadlines. Responsibilities will be performed within the MaineHousing facility, and regional travel may be up to 25% of work time. Constantly changing regulations make program administration challenging. MaineHousing office hours are Monday – Friday 8:00am to 5:00pm. Telework may be available.

Supervises: no one

The starting hourly rate for this position is $20.4817 (annual $42,602), plus a great benefits package!
