Job Description
The National Renewable Energy Laboratory (NREL) is seeking a leader for the role of Integrated Decision Support (IDS) Group Manager within the Accelerated Deployment and Decision Support (ADDS) center. IDS is focused on helping partners transition to clean energy by applying NREL research, analysis, and experience in real-world contexts to solve problems and support decision making. Staff backgrounds in IDS are broad and include policy, urban planning, systems analysis, economics and finance, engineering, social sciences, and project management. Team members in this group support a wide variety of projects and clients, including domestic and international projects.
Projects supported by IDS adapt and advance NREL research and analysis by helping partners in real-world contexts make informed decisions to accelerate the energy transition. The work ranges from strategic planning, decision-making, and deployment support to policy, regulatory, engineering, and markets collaborative research.
The Group Manager is responsible for working with the Center Director, other Group Managers and the IDS team to develop a growth strategy for the group, identify and hire staff with capabilities that support the group's goals, and manage staff performance. The Group Manager role is a direct line management function with 15 to 20 direct reports. The personnel management function represents a fractional time commitment (approximately 40% of the GM's time) with technical project contribution filling the balance of time. Personnel management responsibilities for this group include coaching and mentoring, modeling exceptional behavior and commitment to a positive work culture, supporting staff to grow their own technical and leadership skills, cultivating clients, and developing and delivering technical work. The Group Manager will also lead hiring processes and conduct regular reviews of staff performance.
The Group Manager will work with team members to identify and pursue funding opportunities across DOE and Strategic Partnership Program (SPP) projects that will help grow the group's capabilities and expand their impact. This will require collaboration across directorates, with other Group Managers, DOE program leads, and BD leads, as well as helping staff in business/program development and conducting technical work. In addition, the Group Manager will support the Center Director in establishing a vision for the center that aligns with NREL's lab and people agendas.
The Group Manager will have experience in applied clean energy work with in-depth understanding of one or more topics and a breadth of understanding in many renewable and efficiency technologies and application considerations. The Group Manager will have a proven ability to communicate effectively with diverse internal and external clients and stakeholders on applied renewable energy technical topics. The Group Manager will be responsible for maintaining high quality standards of the group's technical work and providing management review of all technical publications.
Other more specific job duties of this position include, but are not limited to:
  • Manage a diverse team of technical professionals to ensure the highest quality work products and a dynamic and intellectually stimulating work environment
  • Provide support and encouragement to staff and support their career development, mentor staff in NREL's processes, procedures, and culture of outstanding work, help staff to access resources throughout the lab
  • Create a supportive work environment that encourages innovation and entrepreneurship, effectively enabling staff to reach their full potential
  • Understand and ensure equal employment opportunities, affirmative action, sexual harassment programs, safety protocols and other policies and procedures are understood and followed within their team/center
  • Work one-on-one and in group settings with staff to aid in career planning; developing and defining work; and reviewing/advising on work products
  • Oversee and guide staff's technical work as needed
  • Conduct and facilitate the performance review process for the group
  • Meet regularly with other managers for coordination and planning
  • Review and manage quality of publications authored by IDS staff
  • Work with HR and the Center Director to lead recruiting, hiring, and providing appropriate training for staff in the group
  • Hold regular team meetings to review strategic priorities, promote team cohesion, and share information
  • Serve as a liaison with other groups and groups at NREL, and internal and external clients
  • Work with Center Director, Project Leads, and Laboratory Program Managers to resource projects and match staff to appropriate work
  • Provide vision, strategic planning and leadership to the Integrated Decision Support group
  • Work with ADDS Leadership Team, NREL Lab Program Managers and Business Development leads to strategically position the Group to grow in terms of funding, expertise, and impact
  • Oversee group planning and budgeting to ensure fiscal responsibility
  • Lead a portfolio of technical work where assignments are complex with high impact and visibility

Basic Qualifications
Bachelor's Degree and 9 years experience in technically related research discipline; Or, Master's Degree and 7 years experience in technically related research discipline; Or, PhD and 4 years experience in technically related research discipline.

Preferred Qualifications
  • Master's degree in public policy, economics, business, international relations, science, engineering, or equivalent technical discipline
  • Experience effectively leading large, place-based projects that combine navigating with technical challenges with a need to place solutions within local context effectively
  • Experience working internationally or leading projects with an international focus

Annual Salary Range (based on full-time 40 hours per week)
Job Profile: Group Manager II / Annual Salary Range: $111,600 - $200,900
NREL takes into consideration a candidate's education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee's salary history will not be used in compensation decisions.
