Nature of Work
The City of Everett is accepting applications on an open/competitive basis for the civil service examination for Groundskeeper/Park Maintenance Technician II. All vacancies in this job class will be filled from the ranked Civil Service register established from the examination process until the register expires in 12 months or is depleted.

JOB DESCRIPTION:
The work of this classification involves maintenance of park, golf, ball field and associated City-owned boulevards, right of way, lawns, grounds and other recreational areas. Additionally, the work of this class involves outdoor operation of a variety of general and specialized grounds maintenance equipment and shop work associated with repair, maintenance and refurbishing of specialized equipment. Employees may also plan, design and implement irrigation and drainage installation and/or small scale construction projects, e.g., foot bridges, paths or shelters and, train and direct the work of Park/Golf Laborers, General Laborers, seasonal day laborers, community service workers and volunteers by providing specific instructions for tasks to be completed. The work also involves responsibility for observation, recording and repairing of damage to City property and grounds; additionally, performs related tasks as required.

QUALIFICATIONS:
The following knowledge, skills, and abilities are essential and critical to successful performance in this position:
Knowledge of:
  • The structure, function, diagnostics, maintenance, and repair techniques for a variety of lawn and grounds maintenance equipment.
  • Methods and practices of lawn, turf, trees, shrub, and flower care and basic understanding of disease and pest identification.
  • Methods, materials, and practices used in applying pesticides, which may include insecticides, herbicides, fungicides, fertilizers and other related chemical preparations.
  • Irrigation systems including installation and repair of pop up heads, rotors, and drip systems. Knowledge of evapotranspiration rate, basic irrigation design, computer-based irrigation systems, and developing effective watering schedules.
Skill and Ability to:
  • Safely operate and diagnose, maintain and repair a variety of small tools and equipment associated with grounds, parks and golf course maintenance in order to efficiently and effectively complete, and direct the completion of, mowing, spraying, loading, hauling, and other associated activities.
  • Plan, design, and supervise the completion of small-scale drainage and construction projects.
  • Understand and follow oral and written directions.
  • Coordinate, train, and direct the work activities of others.
  • Utilize computer software to maintain field and maintenance records and ability to adapt to software the department may acquire and implement.
  • Perform a variety of manual labor tasks requiring some strenuous physical effort such as lifting objects weighing in excess of fifty (50) pounds.
  • Establish and maintain cooperative and effective working relationships with co-workers, supervisors, other city staff, and the public.
  • Relate to others in a professional, courteous, and respectful manner.
  • Maintain a work environment free of discrimination, harassment, and retaliation.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
  • High School diploma or equivalent and sufficient education to enable reading and understanding of plans, instructions, shop service manuals, forms and reports AND
  • A minimum of two years of verifiable experience in grounds, parks and/or golf course maintenance which includes the diagnosis, maintenance and repair of equipment associated with grounds, parks and golf course maintenance.
SPECIAL REQUIREMENTS OR CERTIFICATIONS
  • Possession of, or ability to obtain and maintain, a valid Washington State Driver License within 30 days of hire.
  • Possession of, or ability to obtain and maintain, a valid Washington Commercial Driver License (C.D.L.), with the necessary endorsements as prescribed by law, within three (3) months of hire.
  • Possession of or ability to obtain and maintain Flagging card and First Aid/CPR certification within six (6) months of hire.
  • Possession of, or ability to obtain and maintain, any applicable licenses or certificates needed for mixing, handling and/or applying pesticides, which may include insecticides, herbicides, fungicides or other chemical preparations associated with grounds keeping tasks within a six (6) months of hire.
  • Successful completion of a Washington State Patrol background inquiry pursuant to RCW 43.43.832.
EXAMINATION AND REGISTER ESTABLISHMENT
  • All interested applicants are required to submit 1) the standard City of Everett online employment application and 2) responses to the supplemental application questions.
  • A limited number of applicants with the highest passing grades on the supplemental questionnaire (weighted 30%) will be invited to a practical evaluation (weighted 70%) tentatively scheduled for June 28 and 29.
  • A passing grade of 70.00 or higher is required on all parts of the screening process for placement on the ranked Civil Service eligible register.
  • The examination is designed to sample and measure the requisite knowledge, skills, and abilities.

The City of Everett provides a to eligible members consisting of the following:

  • Life Insurance for the employee in the amount of 1x the annual salary
  • Accidental Death and Dismemberment Policy

Benefits for the eligible employee and eligible dependents begins the first day of the third month following the employee's hire date (i.e. if hired in March, benefits start May 1st.) Premiums for Delta Dental and VSP Vision are paid by the City on behalf of the employee for single or family coverage. Premiums for HMA Medical and Kaiser Medical Coverage are shared by the employee. Premiums for Life, and Accidental Death & Dismemberment coverage on behalf of the employee are paid by the City.

An additional life insurance benefit is available through a Voluntary Life insurance program for the employee, spouse and children. The employee pays the premiums for this benefit.

It is mandatory that both the City and the employee pay into the Department of RetirementSystems for Washington State.

Three voluntary Deferred Compensation programs are available for employee participation.

A Flexible Spending Plan is available that allows you to make pre-tax contributions for Health Care reimbursement and/or Dependent Care reimbursement for eligible expenses not covered by medical insurance.

The Employee Assistance Program EAP is provided free of charge to eligible employees and family members.

Vacation, sick leave, and holiday benefits are provided to eligible employees in accordance with the Labor Agreement.
