Pay Range:$57,677 - $74,980 annual compensation

Workdays & Hours: Monday - Friday 8am - 5pm; Some evening/weekend work required.
This is a grant-funded position. Continuous employment is contingent on the terms of the grant that this position is funded by.

The City of Fort Worth Fire Department is seeking a Grants Specialist to serve as an integral team member of the Grants Management Section. The Fire Department consists of four divisions including Executive Services, Operations, Educational and Support Services, and Administration. This position will serve in a unique role splitting time between the Grants Management Section overseeing the Urban Area Security Initiative (UASI) grant application and the Office of Emergency Management conducting emergency operations within the Emergency Operations Center (EOC). The selected individual will be reporting to the Grants Manager within Administration.
Minimum Qualifications:
  • Bachelor's degree from an accredited college with major course work in Business, Business Administration, Public Administration, or related field.
  • One (1) year of grant related experience.

Preferred Qualifications:
  • Considerable knowledge of and experience managing U.S. Department of Homeland Security and FEMA grant programs preferred.
  • Knowledge of principles and practices of grant funding agencies, finance, accounting and knowledge of City Purchasing Policies and Procedures and financial systems.
  • Ability in conducting technical and analytical research related to disaster and emergency planning.

The Grants Specialist job responsibilities include:
  • Manages grant implementation and oversight, including providing necessary details to City Finance for account setup, ensuring progress of purchases, monitoring and reconciling grant accounts; and creating or reviewing required performance reports.
  • Coordinates activities for planning, organizing, implementing, and following up on assigned special projects including facilitating stakeholder meetings, setting objectives and assigning responsibilities, monitoring progress against timelines and milestones, and troubleshooting issues.
  • Tracks and approves grants to facilitate fund implementation; coordinates timely completion of project deliverables and fund disbursement; assists in maintaining project-related budgets; and conducts audits of grant expenses.
  • Writes, edits and critiques grant proposals, ensuring alignment with funding source guidelines, involving translating funding needs, gathering necessary documentation, completing and submitting applications, and providing additional information as required.
  • Participates in the annual budget development process by evaluating needs assessment rankings, determining grant funding availability, updating the assessment system, and assisting with annual contract projections forecasting contractual obligations for upcoming budget year.
  • Attends and participates on various committees and boards, prepares annual request for proposals, and generates staff reports and correspondence as needed.
  • Serve as Emergency Management Duty Officer on a rotating basis, and assists with ensuring EOC systems are operationally ready during Joint Emergency Operations Center (JEOC) activations.
  • Responds to JEOC during activations as needed, and as directed by the Emergency Management Coordinator.
  • Assures compliance with federal grants UASI and emergency management regulatory agencies.

Working Conditions
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
