The State Highway Administration's (SHA) Office of Planning and Preliminary Engineering (OPPE) is recruiting for a Grants Project Manager (Administrator II)position in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of work: The Grants Project Manager will assist the Grants Team Leader with the overall activities of the federally funded congressionally mandated grants programs, which includes Recreational Trails (RTP), Transportation Alternatives (TA), Congressionally Designated Spending (CDS) and Scenic Byways (SB), within the Office of Planning and Preliminary Engineering's Regional and Intermodal Planning Division. These duties will include providing technical assistance to internal and external customers and assisting with monitoring projects to ensure they are in compliance with program guidelines as well as federal and state laws and regulations. This is accomplished through educating and providing in-depth guidance to project sponsors, particularly concerning project scope and development, proposal content, and budget elements. This role will involve learning and understanding the federal and state regulations, policies, and guidelines and working with a team of engineering, environmental, planning and other transportation related professionals. The Grants Project Manager will assist with the review of project applications to make funding recommendations to the Metropolitan Planning Organizations (MPO) and Grants Selection Committee, which is essential to ensuring SHA awards grant money to quality projects. Additionally, this position will assist in maintaining a comprehensive database that ensures the continuous dissemination of up-to-date project information and will conduct on-site inspections for oversight of project implementation.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five (5) years of experience in administrative staff or professional work.
Selective Qualification: Two and a half (2.5) years of experience in grant administration and/or monitoring grants.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill or ability).
Preferred Qualifications:
The ideal candidate should have one or more of the following:
  • A bachelor's degree from an accredited college or university.
  • Excellent communication skills, both oral and written.
  • Experience working with federal grants and federal regulations.
  • Excellent leadership and consensus building skills.
  • Demonstrated ability to deliver projects on schedule.
  • Excellent time management and organizational skills
  • Ability to work independently and safely in an outdoor environment.
  • Experience working with computer programs such as Microsoft Office Suite and Adobe Acrobat.
  • Experience managing or working with grant funded programs or projects.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
