Job description

The Johns Hopkins Center for Health Security at the Bloomberg School of Public Health works to protect people's health from epidemics and disasters and ensure that communities are resilient to major challenges. We examine how scientific and technological innovations can strengthen health security. We study the policies, organizations, systems, and tools to prevent and respond to outbreaks and public health crises. We advance policies and practice to address a range of challenges, including the global rise in emerging infectious diseases, a continued risk of pandemic flu, major natural disasters, our dependence on vulnerable infrastructure, and the potential for biological threats.


The Center is hiring a Grants & Contracts Analyst to provide primary financial support for a five-year Cooperative Agreement from the Centers for Disease Control and Prevention's Center for Forecasting and Outbreak Analytics. The project will establish large-scale partnerships with traditional and nontraditional public health stakeholders across the country, as well as train public health student's practitioners, and modelers to use modeling and analytics tools for the full spectrum of epidemic responses and will require complex and organized post-award management. The position may provide a lower level of support to other sponsored and non-sponsored center funding as needed. 


Position Overview

  • Analyst will provide dedicated professional level sponsored funds management for more than 80% of time with specific responsibility for pre-award and post-award functions that include, but may not be limited to: proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. Works independently on a variety of grants/contracts that range from simple to moderately complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective and efficient functioning of sponsored funding. This position is part of a hybrid financial team with an expectation of three days on-site. 


Job Scope/Complexity

  • Will work independently the majority of the time, with support from Principal Investigator (PI) and/or senior/management level Grants & Contract professionals on increasingly more complex grants/contracts. Will provide standard professional administrative level guidance on protocols, regulations and guidelines to PI and other scientific/research professionals within the department. May interact with external research/administrative professionals.


Types of sponsored awards for which the position is responsible.

  • This role functions at an intermediate level, with responsibility for independent management of a moderately complex, large federal cooperative agreement with multiple subawards to both educational and corporate entities.


Specific Duties & Responsibilities

  • Partner and act as point of contact with departmental faculty and/or budgetary staff and the Office of Research Administration toward the planning and development of application submissions to federal offices, private agencies/foundations and commercial companies.
  • Understand and utilize institutional policies for pre- and post-award grant process and sponsor guidelines related to the cooperative agreement.
  • Remain updated on changes in policy and sponsor's requirements.
  • Review involves accuracy, content, adherence to all relevant guidelines for reporting, invoicing, subaward implementation, and correspondence to federal program & grants officers.
  • Provide instruction, preparation assistance, and support related to grant application procedures.
  • Serve as liaison between research unit, central offices and funding agency.
  • Review budgets and related justification for appropriateness and completeness of content.
  • Ensures that all applicable indirect costs have been applied.
  • Provide groundwork for subcontract negotiations, documentation, and management.
  • Ensure compliance in all other areas related to grant and contract management, including sponsoring organization guidelines, internal protocols, accurate protocol information within grant documents, conflicts of interest, etc.
  • Manage any assigned progress reporting and related grant submissions to ensure timeliness and accuracy both internally and externally.
  • Maintain ongoing updates and communications related to current grants and contracts, this includes regular auditing and reporting to principal investigators and departmental leadership.
  • Ensure that expenditures for budgets, grants, and contracts are monitored and that reports are prepared to maintain balanced accounts.
  • Identify budget issues, provide alternative solutions, and resolve problems.
  • Ensure personnel are charged appropriately within various programmatic activities and allocations for reporting at the activity level to the sponsor.
  • Ensure that post-award responsibilities are completed including budget distribution, account reconciliation, e-form setup, effort reporting, cost transfers, paying invoices and paperwork finalization related to subcontract setup.
  • Conduct complex award management activities and provide oversight to other employees, including monitoring and managing accounts, audits, evaluations and reporting.
  • Set up subcontracts and subawards with JHURA's assistance, process verifications for payment, and perform desk audits for high-risk subawards.
  • Provide information and direct assistance required to complete contract and grant closeouts.

Minimum Qualifications
  • Bachelor's Degree.
  • Two years of administrative/budgeting experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications
  • MS Excel skills.
  • Knowledge of budget preparation and grant submission process.
  • Knowledge of accounting and budgeting theory and practices. Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices.
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Knowledge of external Federal guidelines/procedures for grants and contracts, including CDC, NSF, and NIH.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
