General Summary & Essential Responsibilities
Performs professional work writing, analyzing data, ensuring compliance, and overseeing various grant funding processes. Work includes seeking and securing funding sources to support existing and planned projects and program activities to offset County taxpayer costs, assisting in the development and monitoring of annual budgets, verifying compliance with applicable state and federal rules and regulations, preparing and submitting a variety of related reports, monitoring the performance of grant programs, and maintaining grant documentation.
ESSENTIAL JOB FUNCTIONS
  • Seeks, researches, identifies, and analyzes available grant funding opportunities.
  • Develops and recommends options for match requirements in coordination with key personnel; and prepares analysis on impact of grant award, identifying funding source, match source, and location of grant budget.
  • Researches, compiles, and analyzes data for grant request; writes grant narratives; and gathers and submits required documentation.
  • Gathers relevant information about selected grant(s); and secures input from community organizations, County departments, state, federal, and other agencies as appropriate.
  • Coordinates grant funding compliance and processes; develops operating guidelines; develops, maintains, and implements monitoring and tracking systems; and coordinates required training.
  • Coordinates and monitors grant recipients; performs work site inspections; and ensures compliance with all grant requirements, processes and procedures.
  • Serves as the Department's primary point of contact for required federal systems and registration to apply for and receive grant funding.
  • Manages grants, contracts and related budgets; ensures funds are appropriated for requested grants; reviews and analyzes department grant budget requests; identifies grants to be budgeted for and develops draft budgets for new grant proposals; produces updated budgets for annual renewals as needed; and recommends solutions to funding/expenditure questions.
  • Prepares and submits variety of grant progress, status, and programmatic reports to ensure compliance with grant agreement/contracts; prepares and submits compliance documents; reviews financial and performance reports; coordinates and participates in monitoring reviews and audits; and ensures deficiencies are addressed.
  • Receives and responds to inquiries from internal and external departments, agencies, grantees, non-profit organizations, citizens, etc., regarding grant projects and programs.
  • Communicates with and/or trains and assists non-profit organizations, community agencies, and/or other County departments on grant/budget policies and in developing grant applications and compliance documents.
  • May be required to work at multiple locations as may be determined by grant.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new procedures, trends, and advances in the profession; reads professional literature; maintains professional affiliations; participates in training and continuing education activities; and attends and conducts meetings, workshops, and seminars as appropriate.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.

Min. Education, Licenses and Certifications
Education and Experience:
  • Bachelor's Degree
    1. Preferred:
      • Business Administration
      • Finance
  • Three (3) years of experience in grant coordination and administration
  • Or an equivalent combination of relevant training, education and experience.

  • Licenses and/or Certificates:
    • Must maintain a valid driver's license.

    Knowledge, Skills and Abilities
    • Knowledge of departmental policies, plans, and procedures.
    • Knowledge of modern office practices, plans, and procedures.
    • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
    • Knowledge of practices and procedures associated with state and federal grant writing and monitoring.
    • Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies.
    • Knowledge of federal and state funding sources and requirements; ability to responsibly manage millions of taxpayers' dollars.
    • Knowledge of budget preparation and monitoring of financial responsibilities.
    • Strong analytical and research skills.
    • Strong written and oral communication skills to include public speaking and the ability to develop effective proposals.
    • Skill in effective communication, both orally and in writing.
    • Skill in prioritizing and organizing work.
    • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
    • Ability to work long hours to meet deadlines throughout the budgetary process and during the fiscal year.
    • Ability to operate a motor vehicle.
    • Ability to provide internal/external guidance and customer assistance via all forms of communication.
    • Ability to ascertain priorities and meet deadlines and objectives.
    • Ability to assess processes and operational performance and to make appropriate adjustments to maximize efficiencies, quality of output and operational performance; considerable knowledge of the principles and techniques of planning, management, and scheduling.
    • Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems.
    • Ability to exercise judgment and discretion in applying and interpreting rules, regulations, policies, and procedures.
    • Ability to research materials via the Internet, libraries, and professional organizations.
    • Ability to maintain accurate records and reports.
    • Ability to use computers for data entry, word processing, and/or accounting purposes.
    • Ability to author reports, business correspondence, and procedure manuals.
    • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.
