Job description

POSITION SUMMARY:

Under the general direction of the Assistant Executive Director, the Education Director is responsible for the establishment, management, and oversight of policies and procedures within the Education Division. The Education Director will serve as the Tribal Grant School Administrator and oversee positions under the BIE (Bureau of Indian Education) Grant and positions funded by other grant and non-grant sources to ensure policies and procedures are adhered to and that all necessary reporting requirements are met. The position will oversee financial and human resource management, divisional operations, development and management of division policies and procedures, and interdepartmental communications to serve the tribal membership and organization best. Responsible for all incoming grants, financial and reporting requirements, and seeking additional funding sources, including grant submissions.

ESSENTIAL FUNCTIONS: (includes, but is not limited to, the following)

  • Establishes long-term goals and strategic plans to expand and enhance the quantity and quality of our Educational programs.
  • Serves as a liaison between the BIE, JKL Fiduciary Committee (JKLFC), and educational contractor(s).     
  • Responsible for timely and accurate generation and submission of required reporting to the Tribal Board of Directors, Executive Office, JKLFC, and other grantor agencies.
  • Responsible for ensuring compliance with applicable Federal, State, and grant regulations and approved Tribal policies and procedures.
  • Attend JKLFC and any relevant JKL Bahweting School Board meetings and functions.          
  • Effectively communicates with Tribal, Local, State, and Federal officials.
  • Develops, reviews, and updates division policies and procedures.
  • Responsible for financial and budgetary administration, review, development, and monitoring. 
  • Prepare or assist with budget modifications as needed.
  • Research grant opportunities, direct grant writing and submissions, and grant administration processes and reporting.
  • Responsible for the promotion of educational programs and services to tribal membership.
  • Responsible for promoting positive morale within the Education Division.
  • Supervises assigned personnel, including scheduling, delegating assignments, providing training and direction, performing evaluations, and administering disciplinary actions if needed.
  • Develops and writes responses to Tribal letters and white paper requests on various education topics, trends, and funding.
  • Research, plan, and implement initiatives, special projects, and events.
  • Attend tribal, local, state, and federal trainings/conferences as required and other mandatory meetings.
  • Evaluate various educational offerings available to tribal students and monitor their progress in the Local Education Agencies (LEA) across the seven-county service area.  Where possible, obtain the results of state-administered tests for student progress. Works with LEAs on improving the outcomes for tribal students.

  • Participates in various meetings and special committees.
  • All other job-related duties as assigned.

Immediate peers, peers in other divisions/departments, immediate supervisor, managers in other Tribal divisions/departments, Executives, Board of Directors, Tribal members and employees, students, parents, families, community groups, leaders, Tribal Elders, and Traditional Ojibwe people, Anishinaabe knowledge carriers, pre-birth to higher educational institutions, social services personnel, Tribal, Local, State and Federal agencies, customers, vendors/service providers.

PHYSICAL REQUIREMENTS: 

The position is sedentary, primarily sitting, lifting a maximum of 20 pounds. Physical factors include constant use of near vision and typing; frequent sitting; use of midrange vision, occasional standing, walking, carrying, lifting, stooping, kneeling, climbing, pushing, reaching, manual handling; use of hearing, smelling, far vision, depth perception, color/field of vision, travel and bending. Working conditions include occasional exposure to weather, extreme cold, and noise. Potential hazards include constant computer use, frequent travel by car and plane, moving mechanic parts, electric shock, chemicals, infectious exposure, client contact, and equipment. Working conditions include contact with the general public, client contact, and contagious exposure. Exposure to outdoor environments including wooded, field, and uneven terrain for gathering, ceremonial, or research purposes. Protective equipment/clothing needed to perform the job includes a hazard kit with protective gloves, mask, etc., and personal protective equipment.

REQUIREMENTS:

Education: Bachelor's Degree in Education or related field required. Master's Degree in Education or related field preferred.

Experience: Minimum of 5 years of fiscal and program management experience required. Experience with state and federal grants and contracts preferred. Minimum of 5 years working in an education field setting preferred. Minimum of 5 years of supervisory experience is required.

Certification/License: Must have a valid driver's license and be insured by the Sault Tribe Insurance Department. Must comply with annual driver's license review and insurability standards with the Sault Tribe Insurance Department. Will be required to undergo and successfully pass a background check. Must maintain good moral character standing. Will be required to complete and pass pre-employment drug testing. First Aid and CPR Certification preferred.

Knowledge, Skills, and Abilities: Knowledge of educational methodology and practices, business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources required. Knowledge of development planning, design, and project management principles, practices, and terminology, including needs assessments, development planning formats, and documents, research methodology, a compilation of applicable narrative and supporting documentation, conceptual design, organizational structures, roles, and responsibilities required. Knowledge of governmental accounting is needed. Must have good project management skills and the ability to meet project deadlines. Must have financial management and budget preparation,  modification, and monitoring skills.  Must have experience developing financial projections and formulating effective corrective measures to restore budget compliance. Knowledge of grant administration, documentation, management, and reporting formats required. Working knowledge of strategic planning formats and procedures is required. Must be familiar with procurement processes, practices, policies, and procedures. Knowledge of principles and methods for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems required. Knowledge of laws, legal codes, government regulations, and executive orders.  Knowledge of NASIS (Native American Student Information System) and FERPA (Family Educational Rights and Privacy Act). Must have excellent organizational skills: organizing work, prioritizing tasks, and managing time, goal-oriented and solution-directed. Must have strong leadership, management, team building, and interpersonal skills. Must have excellent communication skills and communicate effectively, verbally and in writing, by telephone and email, and in a diverse range of audiences and settings. Must be capable of public speaking and conducting formal and informal meetings and conferences. Must have excellent dispute-resolution skills and ability to maintain self-discipline and objectivity. Must handle, resolve, and direct multiple department issues and projects with composure. Must have diverse, advanced knowledge and experience related to the administration of education programs. Must be able to identify and analyze educational trends for feasibility. Must know about standard office systems, including computers, word processing, presentations, databases, and spreadsheets.  Must be able to work extended hours when needed to accomplish goals and objectives. Must be able to work with little to no supervision. Must maintain confidentiality. Native American preferred.
