The employee serves as a Government Information Specialist (Alternate Privacy Officer) at the Miami VA Healthcare System in Miami, FL.

Contributes to the fulfillment of the VA mission and vision by planning, designing, implementing and maintaining appropriate and effective program, policies and procedures in a VHA facility. The employee fulfills the role of liaison with the facility staff by ensuring that information received is disseminated to the areas, that employees adhere to mandates from regulatory agencies, and that monitoring is conducted to ensure VA policies and procedures are being followed.
Implements, manages and evaluates the Privacy and Freedom of Information Act programs in the facility by distributing information, preparing facility-specific guidance, reviewing facility processes and products for compliance with program requirements, and assessing the facility privacy posture through periodic evaluation of the facility's collection, use, storage and maintenance of sensitive personal information.
Processes complaints and investigates allegations of illegal or improper activities related to the handling or release of privacy protected information. Investigates data breaches and recommends appropriate remediation. Prepares responses to inquiries, including those from Congressional Offices, Human Resources, and where, appropriate, Office for Civil Rights. In VA health care facilities, investigates Office of Civil Rights requests related to the Health Insurance Portability and Accountability Act (HIPAA) privacy complaints in conjunction with the Veterans Health Administration (VHA) Privacy Office.

Qualifications
One (1) year of specialized experience equivalent to the next lower level in the Federal service which equipped you with the particular knowledge, skills, and abilities to perform the duties of a Government Information Specialist. Specialized experience at the next lower grade level is: Comprehensive knowledge of Title 38 U.S.C Sections 5701, 5705, and 7332, the Privacy Act (PA) and Freedom of Information Act (FOIA) legislation; Knowledge of the Health Insurance Portability and Accountability Act (HIPAA), HIPAA Privacy Rule, regulatory, licensing, and accrediting agency requirements such as the Joint Commission on the Accreditation of Health care Organizations (JCAHO); Knowledge of the interrelationship between HIPAA and other privacy laws, such as the Privacy Act and FOIA; Knowledge of research protocols and procedures, regulations, and court decisions; Effective oral and written communications skills in order to explain Privacy/FOIA requirements and procedures to management and staff.

2 full years of progressively higher level graduate education leading to such a degree LL.B. or J.D., if related, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (COPY OF TRANSCRIPT(S) REQUIRED)

Possess equivalent combinations of creditable specialized experience as describe above and more than one years of graduate education as described above which totals at least one year. (Copy of transcripts required)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: There are no unusual physical demands. The work is primarily sedentary in an office setting.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
