  • Global Trade Customs Compliance Manager

PRIMARY FUNCTION:

The Global Trade Customs Compliance Manager will lead the development, implementation and ongoing administration of a Customs Compliance program across all business units, products, suppliers, customers and employees.

REPORTS TO: Director of Global Trade Compliance

DUTIES & RESPONSIBILITIES:

  • Develop and implement a global import trade compliance program to ensure compliance with U.S. and foreign customs laws and regulations, including but not limited to HTS classification, country of origin, Free Trade Agreement (FTA) eligibility, duty drawback, and valuation.
  • Develop and implement Customs Compliance policies and procedures.
  • Extensive knowledge of U.S. import regulations and the ability to classify products using the Harmonized Tariff Schedule.
  • Ensure compliance with U.S. import regulations and proper use of the Harmonized Tariff Classification numbers with the corresponding rate of duty.
  • Conduct internal trade compliance audits/reviews to assure trade compliance effectiveness.
  • Implement
  • Provide subject matter expertise on U.S. Import Compliance Regulations (19 CFR), U.S. Export Administration Regulation (15 CFR), Office of Foreign Asset Controls (OFAC) sanctions and policies. Federal Acquisition Regulations (FAR).
  • Implement systems and programs that will mitigate the risks associated with import/export operations and identify opportunities for cost-savings and strategic participation in various government initiatives and Global Trade programs.
  • Manage US Customs programs: Customs and Trade Partnership Against Terrorism (C-TPAT) and other import-related programs.
  • Work in conjunction with Procurement on the Corporate Conflict Mineral Program (Dodd/Frank 1502) and associated supply chain due diligence procedures.

PREFERRED QUALIFICATIONS:

  • Bachelor’s degree (International Trade, Business or related field).
  • Minimum 7 years of import/export Trade Compliance experience.
  • Advanced knowledge and experience with U.S. Customs Regulations, Foreign Trade Regulations (15 CFR Part 30), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC) and familiarity with International Traffic in Arms Regulations (ITAR).
  • Experience with implementing and adhering to trade compliance processes designed to comply with government regulations and company policies.
  • Strong working knowledge of HTS classification, FTA and country of origin determinations
  • Excellent organizational skills, detail-oriented and proactive in management of projects and tasks.
  • Ability to work independently to identify and solve complex problems, as well as collaboratively across departments.
  • Ability to quickly build and develop effective working relationships across the organization with various country cultures/languages.
  • Ability to communicate (both orally and written) highly complex and analytical issues in simple business terms to a wide variety of stakeholders across the organization.
  • Customs broker license preferred
