Environmental ServicesGIS Technician

General Definition of Work

Provides information to County departments for solving complex problems involving spatial bodies and performs analysis through GIS application, map representation and extraction. Uses different GIS data sets and cartographic skills to create maps. Correctly interprets legal description and plats for incorporation into countywide Geodatabase. Determine format of datasets, ensures data integrity, updates information and metadata, and related work as apparent or assigned. Work is performed under the moderate supervision of the Environmental Service Director.

Essential Functions

  • Examines and approves non-complex legal descriptions for property transfers, divisions, and combinations. Upon receiving approval from Environmental Services staff, would update the parcel layer and tax records. 
  • Responds to general inquiries from peers & interdepartmental staff.
  • Updates and refines base layer information to ensure the quality of GIS Data.
  • Perform data entry in appropriate attribute tables.
  • Research land issues for the county and identify potential solutions.
  • Update metadata for existing datasets.
  • Serves as a back-up in maintaining the computerized database and map files for the 911 system.
  • Regularly attends assigned training as directed by the Environmental Services Director.
  • Performs other related duties as directed or apparent. 

Knowledge, Skills and Abilities 

  • Standard knowledge of IT Infrastructure, Engineer/Survey Drawings, Various Recorded Documents, CAD Software and File types, Parcel Builder Software Suite, RDMS Concept and Structure (Relational Database System), and State and Local laws concerning Land ownership.
  • General knowledge of GIS Terminology and concepts, ESRI Arc Desktop Software and Assessment Records/Tax System/CAMA System.
  • Standard knowledge of electronic time sheets, SQL queries and billing statements.
  • General knowledge of GIS Maps, Data Reports, and Data Entry.
  • Thorough knowledge of standard office equipment and good knowledge of plotter and canner equipment, land compass and GPS device.
  • Standard knowledge of standard accounting software, tax and CAMA system and land records applications. General knowledge of ESRI GIS software.
  • Ability to listen, comprehend, and effectively communicate information both written and orally to all individuals.
  • Ability to conduct research for reports and develop recommendations.
  • Ability to work with moderate to minimal supervision.
  • Standard knowledge of comprehensive Land Use laws and rules.
  • Ability to make adjustments to work in order to coordinate efforts with others, ensuring consistency.
  • Ability to maintain patience, confidence, and composure under pressure or adverse circumstances.
  • Ability to impartially evaluate different sides of controversial issues.
  • Ability to effectively work with and influence community organizations.
  • Ability to speak, present, and interact in public arenas with composure, professionalism, and discretion.

Education and Experience 

Associate’s / Technical Degree with coursework in GIS, Geography, Environmental or Computer Sciences with 1 years of professional experience in GIS, and an entry-level proficiency in ArcGIS Suite software; OR

A High School Diploma with 3 years of professional experience in GIS, and an entry-level proficiency in ArcGIS Suite software; OR

An equivalent combination of education and experience.

Physical Requirements 

  • This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force, and the occasional exertion of up to 50 pounds of force.
  • Work regularly requires speaking or hearing and repetitive motions, frequently requires standing, walking, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and lifting.
  • Work requires close vision, ability to adjust focus, depth perception and color perception.
  • Work requires vocal communication for expressing and exchanging ideas and conveying detailed information through oral communication and/or to make fine distinctions in sound.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts and using measuring devices.
  • Work occasionally requires wet, humid conditions (non-weather), exposure to outdoor weather conditions, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather).
  • Work is generally in a moderately noisy location (e.g., business office, light traffic).

Special Requirements 

  • Valid driver's license in the State of Minnesota.
  • ESRI ArcGIS Fundamentals Foundation Technical Certification within one (1) year of date of hire.
  • ESRI ArcGIS Pro Foundation Technical Certification within two (2) years of date of hire
  • Basic Legal Description Certification within one (1) year of date of hire.

Other Requirements 

The incumbent may encounter non-public data in the course of these duties. Any access to non-public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the non-public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13. If a new work assignment requires access to non-public data, the incumbent is permitted to access non-public data for the work assignment purposes only. Any access to non-public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee’s work assignment no longer requires access..

Salary/BenefitsStarting wage is $25.76 per hour plus health insurance, life insurance, retirement plan, vacation/sick/holiday pay and many other voluntary benefits.
