SALARY: Starting at $53, 000 (commensurate with experience)

DUTIES AND RESPONSIBILITIES: The essential duties of theGIS Programming include, but are not limited to the following:

  • Develops, enhances, and maintains ArcGIS Enterprise Server and ArcGIS Desktop/ArcGIS Pro applications using ArcObjects SDK, ArcGIS Pro SDK, C# in a .NET framework/Core and Visual Studio.
  • Develops, enhances, publishes and maintains advanced Internet and Intranet websites, and mobile applications containing GIS maps and property data using HTML5/JavaScript/CSS, Angular, JavaScript API for ArcGIS, C#, .NET Web API, SQL Server.
  • Conducts analyses of agency data using structured query language (SQL) and GIS tools as needed.
  • Create, update and maintain geodatabase schemas, feature classes and tables.
  • Performs geospatial data building and modeling using advanced spatial analysis, and data manipulation, including the use of scripting languages such as Python to automate repetitive tasks.
  • Design of spatial datasets and databases to ensure efficient and effective collection, conversion, access, and analysis of geographic resource data for all user types.
  • Plan, design, schedule, write and debug database stores procedures and complex queries to extract, calculate or manipulate information.
  • Assists agency staff and other users in the utilization of GIS software and applications.
  • Performs data file transfers and conversions as needed. Automates map plotting as needed.
  • Coordinates with outside agency staff on GIS connectivity, programming, standards, and related issues.
  • Responds to GIS data requests from outside users and the public.
  • Occasionally, may be required to provide GIS database support during non-business hours.
  • Assists other departments as necessary. Duties, responsibilities, and activities may change at any time with or without notice.
  • Meet all attendance and punctuality requirements by reporting for work consistently and on time in accordance with agency policy.
  • Conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of declared disasters, such as hurricanes or tornadoes.
    • May be required to become an emergency responder for emergency damage assessment purposes.
    • May be called upon to assist the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. Contingencies such as these may require after-hours or weekend duties.

  • Perform other duties as assigned. Duties, responsibilities, and activities may change at any time, with or without notice.

SUPERVISORY RESPONSIBILITIES: This position does not have direct reports.

SKILLS AND QUALIFICATIONS:

  • Years of experience: Must have at least two (2) years of experience programming web and mobile applications using JavaScript, HTML5, CSS and other languages for the Esri ArcGIS platform and two (2) years of experience using GIS applications, tools, and resources, including geodatabase configuration and management, geoprocessing, ArcGIS API for JavaScript, ArcGIS Desktop, ArcGIS Online, and ArcGIS Server.
  • Education: Bachelor’s degree in Computer Science, GIS, Geodetic Science or related field from an accredited college or university.
  • Substitution: High School Diploma or possession of GED Certificate and four (4) years of work experience directly related to the position duties.
  • Computer skills required: Database Software (Access); Internet Software; Spreadsheet Software (Excel); Contract Management Systems; Human Resource Systems; Project Management Software; Word Processing Software (Word); Electronic Mail Software (Outlook); Presentation software (PowerPoint).
  • Must be proficient in Adobe Acrobat. Ability to create and edit PDF documents, prepare fillable forms, and share and review forms.
  • Additional Skills required: Ability to rapidly acquire and retain knowledge of administrative and procedural regulations; proven attention to detail, reliability and outstanding organizational skills; and ability to prioritize multiple projects under minimal supervision.
  • Ability to assess complex problems and to exercise sound judgment for analyzing, appraising, evaluating, and solving difficult problems.
  • Ability to develop clear understandable procedures, policies, and system documentation.
  • Must demonstrate good verbal and written communication and interpersonal skills. Must have excellent analytical and programming skills.
  • Language Skills: Bi-lingual in English and Spanish preferred; but not required.

WORKING CONDITIONS AND PHYSICAL DEMANDS: Working conditions are those typically encountered in an indoor office environment. SPECIAL WORKING CONDITIONS: OCPA employees may be called upon to assist other departments as needed (e.g., workload capacity, declared county emergencies, etc.).

SPECIAL PROVISIONS: While employed by the Orange County Property Appraiser, employee must not for gratis or for compensation:

  • Engage in any real estate activities such as, but not limited to, buying, selling, or acting as a broker for others
  • Appraise property.
  • Sell OCPA computerized database information.
  • Engage in any outside computer programming or consulting.
  • Employees and members of their household may not own or hold a financial interest in an appraisal business.
